Resolution No. 11-049. into a Purchase <br /> Agreement of 901 <br /> e NW. <br /> Director Wyffels reported the site lines from 11th Ave are not safe. Thepurchase of the roe 1 eh rtA No. 11-12 <br /> 3' p property�' Report No. 11-129 <br /> would allow for new right of way along the south side,the house would be demolished and the <br /> land could be sold. A storm water treatment area could be included on the east side of the lot. <br /> City staff is confident a sellable lot would be available at the completion of the project. <br /> Staff is supphortive of purchasing this property as the sightlines at the intersection of 8th Street <br /> NW and l It Avenue NW are severely compromised. According to our records there have been <br /> 3 reported crashes at this intersection in the last 5 years. The benefits of buying this property <br /> are: <br /> 1. Improve safety at the intersection of 11th Avenue and 8th Street. <br /> 2. Remove the reverse curve in 8th Street therefore improving traffic flow and vehicle <br /> sightlines. <br /> 3. Restore the right-of-way to the full 60-feet as required by State Aid design standards. <br /> 4. Provide an area for storm water ponding to satisfy RCWD requirements for the project. <br /> The property appraised at $133,000. The Skibas are a willing seller, and a purchase agreement <br /> has been signed. The land is valued between 55,000 and 85,000. <br /> Councilmember Samuelson asked for clarification on who will rebuild on the lot. Director <br /> Wyffels noted the land will be sold following demolition. <br /> All acquisition costs and lot improvement costs would be paid for by Municipal State Aid <br /> (MSA)funding and/or the storm water improvement fund. <br /> Councilmember Phillips commented on his support of the purchase, as well as extending the <br /> 8th St. sidewalk all the way to 7th Street. <br /> Councilmember Bauman stated she is against purchasing the property,noting she would have <br /> liked to see a feasibility study from Public Safety looking at other options for traffic calming. <br /> Councilmember Bauman also noted there can be trees that interfere with site lines as well. <br /> Councilmember Bauman stated she does not want to set a precedence in buying property <br /> throughout the City. <br /> Councilmember Phillips clarified he is in favor of clearing up the right of way issue, and does <br /> not support any other reason for purchasing the property,noting that on his time on the council, <br /> the City has not purchased any property. <br /> Councilmember Burg noted the purchase is based solely on the public safety issues,noting this <br /> is the first time in her seven years on the council purchasing for this reason. <br /> Mayor Jacobsen stated he supports this opportunity to improve the right of way and pubic safety <br /> issues. <br /> Councilmember Samuelson reported she is basically in agreement with the project, and is in <br /> favor of addressing the safety concerns. <br /> Councilmember Bauman commented that this might solve the safety problem on 11 th Ave NW, <br /> but the council should look at the traffic flow along 8th Street. <br /> Motion by Councilmember Burg, seconded by Councilmember Phillips to adopt the attached <br /> Resolution to approve a Purchase Agreement for property located at 901 11th Avenue NW. <br />
