Approved <br /> Mr. Wyland addressed the concerns related to declining property values, stating the railroad, trees and <br /> service road provide a buffer, indicating he would be willing to plant taller trees. <br /> Commissioner Danger questioned the process for unloading of pets. Mr. Wyland indicated there are two <br /> access points for entry. <br /> Councilmember Phillips expressed concern with the driveway, noting it would be very difficult to access <br /> the rear garage, and suggested the Planning Commission continue to work with the applicant to correct <br /> site plan issues. <br /> Commissioner Howard questioned the expectation of number of pets. Mr. Wyland responded perhaps <br /> two per day. <br /> Commissioner Nichols-Matkaiti questioned storage options. Mr. Wyland indicated a deep freezer would <br /> be on site. <br /> Commissioner Danger questioned the disposal of ashes. Mr. Wyland responded the majority of clients <br /> will request their remains be returned to them. Arrangements have been made for those who do not as <br /> well. <br /> Richard Kotoski cautioned the commission that the business will strive to be profitable, and that will <br /> result in increased traffic. Mr. Kotoski does not consider the railroad an adequate buffer. <br /> Paul Gruetzman questioned if 2-3 clients per day would be profitable. Mr. Wyland responded it would <br /> currently. <br /> Ms. Holden questioned the recalibioration process. Mr. Wyland reported a service contract warrants fine <br /> tuning every 500 burns, and every 2000 burns the machine is serviced. <br /> Mr. Wyland reported typical hours would be 9:00 am-5:00 pm, with occasional evening appointments. <br /> Ms. Gundlach reported the RCWD enforces their own regulations, the City does require the applicant <br /> obtain a permit from RCWD, improvements can be made simultaneously. <br /> Chairperson Howard questioned who is responsible for enforcement of the rain gardens. Ms. Gundlach <br /> reported the RCWD monitors the installation and maintenance. <br /> Commissioner McPherson questioned whether other businesses in the area have restrictions on their <br /> hours of operations. Ms. Gundlach reported many of the industrial businesses are permitted to operate 24 <br /> hours per day, 7 days per week. Ms. Gundlach stated the planning commission can further restrict hours <br /> of operation through the special use permit. <br /> Councilmember Phillips reported concern with access and turn around options with the planned addition, <br /> and suggested possibly building the addition to the south. <br /> Ms. Gundlach reported the site was approved in 2005; the applicant in 2006 amended the request, and <br /> received approval. The amendments were approved, still keeping the 16' drive aisles. The parking stalls <br /> are parallel stalls, allowing drive aisles widths of 16'-18'. <br /> Commissioner McPherson questioned the setback requirements for industrial zoned properties. Ms. <br /> Gundlach responded the set back is 15', which would not allow for an addition to the south. <br /> Ms. Gundlach did note that an office showroom only requires 5 stalls, and suggested stall 6 could be <br /> removed. <br /> Chairperson Howard stated the planning commission will not be able to approve the request because of <br /> the site plan issue. Commissioner McPherson suggested included additional screening as well. <br /> Commissioner Danger stated he would like the planning commission to submit to the City Council a plan <br /> that will be approved. <br /> Motion by Commissioner McPherson, seconded by Commissioner Danger to table the item and continue <br /> the Public Hearing to the May 17, 2011 planning commission meeting. <br /> 5 <br />
