Of Report Number 11-168 <br /> Agenda Section VI-5 <br /> HH Council Meeting Date June 13,2011 <br /> the city that works for you <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: CONSIDERATION OF APPROVAL TO DEMOLISH 901 11TH <br /> AVENUE NW AND 150 1ST AVENUE SE (VERMONT PARK SHELTER) <br /> DEPARTMENT HEAD'S APPROVAL: (,rub <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report omments attached <br /> Recommendation: Authorize the Public or Director to accept quotes not to exceed $20,000 for the <br /> demolition of a building located at 901 11`11 ue NW (House) and not to exceed $10,000 for demolition of a <br /> building located at 150 1st Avenue SE(Vermont Park Shelter). <br /> Legislative History: <br /> House: At the April 12, 2011 City Council Meeting, the City Council authorized the City Manager to <br /> negotiate a Purchase Agreement with 901 11`" Avenue NW. The purchase agreement was signed and a <br /> closing of the property is scheduled for June 14, 2011. <br /> Vermont Park Shelter: At the February 2, 2011 PREC Meeting, staff informed the commission of the <br /> possibility of demolishing the shelter. They were in support of this action. <br /> Financial Impact: <br /> House: It is estimated the demolition will cost between$10,000 and$20,000. These costs were included <br /> in the Feasibility Study for the 2011 Street Reconstruction Project. <br /> Vermont Park Shelter: It is estimated the demolition will cost between$5,000 and $10,000. This shelter <br /> is in poor condition and will require a new roof, siding, and windows at an estimated cost of up to <br /> $70,000. <br /> Explanation: The City of New Brighton is requesting quotations for demolition of two city structures. One <br /> structure is a single family residential house built in 1962 and the other is a park shelter built in 1976. The house <br /> is located at 901 11`t' Avenue NW and will be vacated after June 15, 2011. The park shelter located at 150 1st <br /> Avenue SE is currently not in use. Once a Contractor has been selected by the City, the Contractor will be <br /> required to acquire all necessary permits with Ramsey County and the City of New Brighton. Prior to <br /> commencing demolition, the Contractor will be required to perform the abatement of hazardous substances and <br /> materials and allow time for public safety personnel (fire,police,rescue)to train in the abated buildings. Training <br /> will include partial burns of the structures. After the specified training period dates, the Contractor will demolish <br /> the building and restore the site. <br /> Vermont Park Shelter: The shelter was last rented in 2006. Since 2003 there have only been 4 rentals (1 in <br /> 2004, 2 in 2005 & 1 in 2006); resulting in a total of$10 in revenue. The City had an ice rink at the park <br /> (estimated last year of flooding was 2002) and has not staffed the rink for at least the last 15 years. The <br /> replacement of the shelter is not included in the Parks non-fleet capital plan since there is no intention to <br /> replace or to renovate. When the four new neighborhood centers were built, residents asked if money would <br /> be set aside for replacing the old park shelter; it was discussed that the neighborhood centers would be the <br /> new community use areas and the City would not reinvest in the old park shelter areas and take them down <br /> when they fell into disrepair. Also, the building is not open for restroom use (for soccer, etc, as the water is <br /> shut off). A satellite is put on this site from spring thru fall. <br />
