No testimony was given. The Commission discussed the request and recommended <br /> approval consistent with the three conditions recommended by City staff. <br /> Financial Impact: None <br /> Explanation: The applicant is requesting a Site Plan and Nonconforming Use Permit to allow a <br /> northerly expansion of the existing parking lot, adding a total of 75 parking stalls and a large infiltration <br /> basin. In order to realize this parking, the applicant will be acquiring an additional parcel, which is <br /> approximately 10,000 SF in area to the direct north. Also included in the request is a Nonconforming <br /> Use Permit related to a nonconforming side yard parking lot setback to the west abutting the railroad <br /> tracks. A Nonconforming Use Permit is required because improvements are proposed to the parking <br /> area along the western property boundary. The improvements include paving an already impervious <br /> gravel area used for parking and minor grading and asphalt repair. The actual parking lot setback in this <br /> area is 0' when 5' is normally required. Meeting this setback is not practical in that an entire row of <br /> parking, likely at least 70 stalls, would be lost. This property is unique in that it is bound by highway <br /> right-of-way and railroad on all four sides. <br /> Staff has provided a full Site Plan and Nonconforming Use Permit analysis within the attached Planning <br /> Report. Staff finds all criteria have been met and recommends approval subject to three conditions, as <br /> outlined in the attached Resolution. <br /> The following are attached for reference: A) Resolution, B) Planning Report & Exhibits dated <br /> 6/15/2011. <br /> Costs and Funding: Not applicable <br /> Janice Gundlach <br /> City Planner <br />
