PLANNING REPORT <br /> DATE: June 15,2011 <br /> CASE: LP2011-003,NC2011-001 <br /> SUBJECT: Site Plan&Nonconforming Use Permit to allow parking lot expansions at <br /> 354—450 West County Road D <br /> APPLICANT: Medtox Scientific, Inc. <br /> REQUEST&BACKGROUND <br /> The applicant is requesting a Site Plan and Nonconforming Use Permit to allow a northerly <br /> expansion of the existing parking lot, adding a total of 75 parking stalls and a large infiltration <br /> basin. Also included in the request is a Nonconforming Use Permit related to a nonconforming <br /> side yard parking lot setback to the west along the railroad tracks. A Nonconforming Use Permit <br /> is required because improvements are proposed to the parking area along the western, <br /> north/south property boundary. The improvements include paving an already impervious gravel <br /> area used for parking and minor grading and asphalt repair. <br /> The applicant has been exploring parking lot expansion/improvements over the last several years <br /> to deal with number parking related issues on the property. The project is moving forward at this <br /> time because a triangular-shaped parcel approximately 10,000 SF in size just to the north of the <br /> applicant's property has become available for sale. Should the applicant gain approval for this <br /> project, they will fmalize purchase of the parcel. Also worth noting, this property consists of <br /> three buildings lying on three separate parcels, all having joint/shared parking arrangements. <br /> The property is essentially bound by highway right-of-way and a railroad. The only access point <br /> into the property is from the southwest corner of the site, off County Road D.
