1TON Worksession Item
the city that works i'r l nu
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: Work Session Discussion-Discussion Regarding Ramsey County's Half-
Cent Sales Tax Proposal to Fund a New Minnesota Vikings Stadium at the TCAAP Site in Arden Hills
DEPARTMENT HEAD'S APPROVAL:
Dean R. Lotter, City Manager
Schawn P. Johnson, Assistant to the City Manager
CITY MANAGER'S APPROVAL:
No comments to supplement this report Comments attached
Legislative History:
On February 15, 2011, the Ramsey County Board of Commissioners approved a resolution
declaring its interest in pursuing the potential acquisition, remediation, and public improvements
of the former TCAAP site to allow for the construction of a new Minnesota Vikings stadium. As
part of the funding plan for the proposed stadium, Ramsey County is proposing the
implementation of a half-cent sales tax.
Recently neighboring communities have passed resolutions publically stating their view of
Ramsey County's proposed half-cent sales tax. The City of St. Paul recently adopted a resolution
opposing the imposition of half-cent sales tax in Ramsey County for the construction of a new
stadium. The City of St. Paul recognizes the social and economic value the Vikings bring to the
State of Minnesota, but believes that the costs for building a new stadium should be shared state-
wide. For Council review, please find attached a copy of the proposed letter and resolution
against the half-cent sales tax provided by the City of St. Paul.
On April 21, 2011, the City of Blaine passed a resolution supporting the construction of a new
Vikings stadium at the Arden Hills TCAAP site. The City of Blaine believes that new stadium
will also encourage and assist economic development and transportation improvements due to its
close proximity to the proposed stadium. For Council review, please find attached a copy of the
proposed letter and resolution in support of the proposed stadium proposal provided by the City
of Blaine.
Recommendation:
City staff is seeking guidance from the City Council to determine whether or not the City of New
Brighton is interested in passing a resolution in support or against the half-cent sales tax that
Ramsey County is proposing to assist with the funding of a proposed Vikings stadium.
chawn P. nson
Assistan the City Manager
I:\COUNCIL\REPORTS\201 I\Admin\Work Session Discussion-Proposed Ramsey County Sales Tax-Vikings Stadium-July 20l I.doc
