PLANNING REPORT <br /> DATE: June 16, 2011 <br /> CASE: FP2011-001 <br /> SUBJECT: Final Plat for Northwest Quadrant East, creating Outlots A — D and <br /> dedicating Northwest Parkway <br /> APPLICANT: City of New Brighton <br /> REQUEST&BACKGROUND <br /> City staff is requesting final plat approval for NORTHWEST QUADRANT EAST, creating <br /> Outlots A — D and dedication of right-of-way to be called Northwest Parkway. Final plat <br /> approval is the final step in eliminating the previous 13 properties and creating four new legal <br /> lots of record. The Planning Commission considered the Preliminary Plat in February, with the <br /> City Council adopting Resolution 11-029 (see attached) on February 22, 2011. Since then the <br /> County Surveyor has approved the plat for recording. <br /> As outlined during the Preliminary Plat approval process, Outlots A — D cannot legally be <br /> developed until they are re-platted into lot and block legal descriptions (example: Lot 1, Bock 1, <br /> NORTHWEST QUADRANT EAST). It is anticipated that this minor subdivision process will <br /> occur once development opportunities arise and the appropriate amount of land is "carved out" <br /> of the outlot. The purpose of creating Outlots A — D and dedication of Northwest Parkway at <br /> this time is to clean up legal descriptions and provide clear title. The Final Plat process does this <br /> and based on experiences with past developments in the Northwest Quadrant Redevelopment <br /> Area, clear title can be a lengthily process that delays projects.
