P city of <br /> I,i BRIGGL-PIUN <br /> the city that works for you <br /> Council Worksession <br /> July 12, 2011 <br /> 5:30 pm <br /> Present: Mayor Jacobsen, <br /> Councilmember Samuelson <br /> Councilmember Phillips <br /> Councilmember Bauman <br /> Councilmember Burg <br /> Absent: <br /> Staff in attendance: City Manager Dean Lotter <br /> 5:30 City Manager Mid-Year Review <br /> 6:00 Mayor Chris Coleman Letter and Resolution—Opposing a Sales Tax <br /> Increase only on Ramsey County <br /> 6:15 Review of Interested Commission Applicant <br /> Council provided the City Manager with a mid year review. Council expressed their <br /> satisfaction with the Manager's performance. Councilmembers Phillips and Bauman <br /> suggested that the Council should be more informed about the next year's budget and that <br /> they would have liked to be discussing the budget in May. Manager Lotter stated and <br /> Councilmember Phillips acknowledged that since this expectation was not articulated <br /> previously, it was not possible for the Manager to have responded to or have met this <br /> expectation. Manager Lotter stated that he could assemble a summary memo of the <br /> budget and send it out to the Council prior to the end of July. This would serve as a <br /> primer to the Council prior to their August and September work sessions and discussions <br /> on the budget. Council agreed that they would like a budget memo from the City <br /> Manager by the end of July. <br /> Council discussed whether they wanted to take a position on the Vikings Stadium; its <br /> placement and potential funding. Mayor Jacobsen and the Council decided that they were <br /> uncomfortable with taking a public position on stadium placement and funding options <br /> when both the State of Minnesota as well as the Arden Hill's Council had not taken <br /> formal public positions on these issues. <br /> Council reviewed two applications for commissions and directed the City Manager to <br /> coordinate interviews with the applicants. <br />
