site known to the public. Because of the property's size and location, it functions as a big
billboard, which helps with marketing; this could be the best property in the Metro area
for development. Hankinson said that the biggest questions are whether it is safe and
buildable. To take a more proactive approach Ryan proposed to do borings at a depth of
150 feet on sites B and E. This can help determine if the soil can support buildings and if
they have to put deep foundations which would help determine real site plan costs. Some
changes to the conceptual plans are on building B to have more density and building D
which would have a one level flex. These are conceptual plan only.
Councilmember Philips expressed concerns about the density of a one level building.
Members of the council suggested that the developers show an analysis of the site plans.
City Manager mentioned that this concept has a value that is larger and denser than what
we valued last year.
Met Council - Sewer line for Block A and B —Met Council had informed the City that
they will realign the sewer on the east side site next year. Staff put in a request to see
what it would cost to re-route the portion between Block A and B. One recommendation
was to ask the Met Council to apply the same level of funding for the lining project,
while the City would pay the incremental costs for a new sewer. By relocating the sewer
line, the City would have greater flexibility to develop Blocks A and B.
The meeting adjourned at 6:30 pm.
