MINUTES <br /> New Brighton Economic Development Commission Approved <br /> Regular Meeting—June 21, 2011 <br /> 7:30 a.m. <br /> Members/Liaisons Present: Bob Smith, Terri Snell, Marie Hansen, Paul Zisla, Mike Murlowski, <br /> Vivian Neumann-Walker, Al Potter, Councilmember Char Samuelson <br /> Members/Liaisons Absent: D.L. Beach <br /> Staff Present: Grant Fernelius-Community Development Director; Katie Bruno- Office Assistant. <br /> Guests Present: <br /> None <br /> Nomination of Temporary Chairperson <br /> Commissioner Smith recommended Commissioner Zisla serve as Chairperson for 2011, Commissioner <br /> Zisla accepted. <br /> Call to Order <br /> Commissioner Zisla called the meeting to order. <br /> Approval of Minutes <br /> Commissioner Smith motioned approval of the Minutes from the May 17, 2011 meeting, Commissioner <br /> Zisla seconded. <br /> Report from Council Liaison <br /> Councilmember Samuelson reported the Library groundbreaking was June 7th, an October opening is <br /> anticipated. The groundbreaking for The View Apartments is scheduled for June 28th. <br /> Commissioner Murlowski questioned what the County has planned for the Arden Hills Library building. <br /> Commissioner Smith stated the property is being auctioned. <br /> Commissioner Potter question the completion date for the View Apartments. Director Fernelius <br /> responded the end of 2012. <br /> New Brighton Exchange Report <br /> The View Apartments at Long Lake Groundbreaking <br /> Director Fernelius reported that on May 26th the City closed with Stuart Companies on a 4 acre parcel <br /> for The View Apartments at Long Lake. The developer started some initial site work in early June. The <br /> official groundbreaking ceremony is scheduled for Tuesday, June 28th at 5:30 p.m. on the project site. <br /> Commissioner Neumann-Walker asked for clarification on "market rate." Director Fernelius noted this <br /> is a high end housing option, with rents ranging from approximately$800 for an efficiency unit to $1500 <br /> fro a two bedroom unit. <br /> Ryan and Welsh Agreements <br /> Director Fernelius reported the Council accepted the EDC's recommendations for both Ryan and Welsh <br /> companies and directed staff to start working on contracts with each group. Over the last month staff <br /> and legal counsel have been negotiating with the firms on separate agreements. <br /> The proposed contract with Ryan would run for 3.5 years and describes the responsibilities of each <br /> party. Welsh Companies will serve as the land broker and main marketing agent. In addition, Welsh <br /> will help negotiate leases on behalf of Ryan for prospective users. The parties agreed on a 2 year term, <br /> which gives the City some flexibility if the partnership is not working. <br />
