DEPARTMENT HEAD'S APPROVAL: (Mk) CITY MANAGER'S APPROVAL: No comments to supplement this report Comments attached Recommendation: To approve contract Cha Order 2 and Partial Payment 2 for City Project 11-3, 2011 Pavement Management Program and City Project 11-8, New Brighton Community Center Parking Lot in the amount of $178,552.77. Legislative History: City Project 11-3,2011 Pavement Management Plan At the February 2, 2011 PREC meeting staff presented the 2011 Pavement Management Program projects and held an open discussion. Plans and Specifications were approved and authorized for bids on June 28, 2011. Staff provided a project update to PREC on July 13,2011. City Project 11-8,New Brighton Community Center Parking Lot During the review of proposed Ramsey County Library, staff recommended that additional parking be provided. The final agreement with Ramsey County included the parking improvements being constructed in the summer of 2011. Staff presented the Parking improvements at the June 1, 2011 PREC meeting. The City Council and Library representatives broke ground on June 7, 2011. Plans and Specifications were approved and authorized for bids on June 28,2011. Staff provided a project update to PREC on July 13,2011. Financial Impact: The attached Change Order 2 addresses extra costs in the amount of $20,230 for storm sewer improvements at Silver Oaks and Hansen Parks. Additional work at Silver Oaks Park was approved at the September 13, 2011 City Council Meeting. At this same meeting the construction of the basketball court was eliminated from the contract, and the net change to the contract price is $10,607.00. This work was not anticipated at the time of the bid and would need to be paid for by change order. Please see attached payment breakdown for details. Explanation: Project 11-3, 2011 Pavement Management Program, includes the reconstruction of the Hansen Park parking lot and storm sewer/ponding improvements; a trail and court overlay at Vermont Park; and storm sewer improvements at Silver Oaks Park. Additionally the City Council agreed to enter into a Joint Powers Agreement with ISD No.621 for parking lot improvements at Freedom Park. Project 11-8,New Brighton Community Center Parking Lot, includes the construction of a new parking lot joining the entry drive of the Community Center to the existing overflow parking lot. Also included in the scope of the project are sidewalk,ponding,and retaining wall improvements. Costs and Funding: Freedom Park improvements will be funded by Independent School District No. 621. Ramsey County Library has provided $160,000 to fund the NBCC parking lot construction. The remainder of the project will be paid for from Fund 606. The provisions of the contract with Peterson Companies, Inc. stipulate that the City makes a partial payment to the contractor at lease once each month at regular intervals on the basis of the work performed during that preceding montl .
