Report Number 11-299
Of
iI %T
Agenda Section VI-3
the city that works for you Council Meeting Date November 9,2011
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: Renewal of the Ramsey County GIS Joint Powers Agreement
DEPARTMENT HEAD'S APPROVAL: Grant Fernelius, Community Development Director
eigF
CITY MANAGER'S APPROVAL:
No comments to supplement this report4" Comments attached
Recommendation:
Approval of the Joint Powers Agreement betweeli the City of New Brighton and the Ramsey County GIS
User Group effective from January 1, 2012 through December 31, 2014.
Legislative History:
None
Financial Impact:
User Group membership dues are based on population and are required on an annual basis. The 2011
membership dues were $2,236.14. It is anticipated that the 2012 dues will be the same as the 2011 dues.
Explanation:
In the mid-1990s the City of New Brighton became a member of the Ramsey County Geographic
Information Systems(GIS)Users Group and entered into a JPA with the User Group. Every three years
this JPA needs to be renewed which outlines the structure of the User Group and identifies the GIS data
the County will share with the User Group members. The data includes, parcel lines, addresses,
buildings, water, roads, bridges, ownership, property value, taxes and aerial photos just to name a few.
These datasets are used to create maps and data used as decision support tools for City staff and policy
makers. Without this data sharing agreement, the City would need to create or purchase each one of these
data sets which would be a very costly and time consuming task.
Mark Andrle
GIS Specialist
H:\GIS WA(2012-2014)Council Report2 doc
