Approved <br /> Chair Howard opened the Public Hearing at 7:07 p.m. <br /> Tim Larson representing Dairy Queens was available for questions. <br /> Commissioner Meyers asked when Mr. Larson intends to install the sign. Mr. Larson stated he would do <br /> so as soon as possible, following Council's approval. <br /> Commissioner Danger asked if the sign is illuminated. Mr. Larson confirmed that it is. <br /> Motion by Commissioner Danger, seconded by Commissioner Shardlow to close the Public Hearing. <br /> 6-0 Motion carried <br /> The Public Hearing was closed at 7:09 p.m. <br /> Char Howard complimented City Staff and expressed appreciation for the comparison done with <br /> neighboring cities. <br /> Commissioner Meyers stated that he is pleased with the way the City has moved forward on this item, as <br /> well as the landscaping standards. <br /> Commissioner Danger requested clarification on the Special Use Permit requirement in residential areas. <br /> Planner Gundlach reported several years ago the City adopted a moratorium to examine dynamic <br /> (electronic) signs. At that time it was determined to require a Special Use Permit in residential areas. <br /> Because manual changeable copy signs are similar to electronic signs, the Special Use Permit <br /> requirement was extended to the residential district for consistency. Planner Gundlach informed the <br /> commission that language could be omitted from the ordinance. <br /> Commissioner Alvey asked if there is a cost associated with applying for a Special Use Permit. Ms. <br /> Gundlach confirmed, noting the cost is approximately $300. <br /> Commissioner Danger questioned if the Special Use Permit applies to the DQ request. Planner Gundlach <br /> stated it does not. <br /> Chairperson Howard clarified that only residential zones would be required to obtain a Special Use <br /> Permit, and business and industrial districts would not. <br /> Motion by Commissioner Nichols-Matkaiti, seconded by Commissioner Danger to accept staff <br /> recommendation. <br /> 6-0 Motion carried <br /> Public Hearings—New Business: <br /> (A) Norm Wells Architect on behalf of Bell Lumber & Pole requests a Site Plan and <br /> Nonconforming Use Permit to allow a second story office addition and associated surface <br /> parking at 778 1st Street NW. <br />
