i- <br /> Approved <br /> 7-0 Motion carried <br /> The Public Hearing was closed at 8:29 p.m. <br /> Commissioner Shardlow suggested that with the rebate ending soon, there may not be additional <br /> requests. <br /> Chairperson Howard asked if the Zoning Code addresses solar structures. City Planner Gundlach <br /> reported that solar panels mounted on the roof, or side of a structure do not require Planning Commission <br /> consideration, the only requirement is a Building Permit. Solar is not specifically mentioned but is <br /> considered an accessory use. <br /> Motion by Commissioner McPherson, seconded by Commissioner Alvey to approve staff <br /> recommendation with four conditions. <br /> 7-0 Motion carried <br /> (C) City of New Brighton requests a Zoning Code Amendment impacting Zoning Code <br /> Section 8-010 (2) concerning landscaping standards. <br /> City Planner Gundlach reported that this is a city-initiated request to amend the Zoning Code to provide <br /> more descriptive landscaping standards. The amendment impacts Zoning Code Section 8-010 (2), which <br /> currently requires a landscaping plan but lack specificity with regard to the elements of the plan. <br /> The ordinance would impact primarily commercial and industrial property and provide clear expectations <br /> with regard to descriptive landscaping requirements. <br /> The proposed amendment impacts Zoning Code Section 8-010 (2), which is the Site Plan section of the <br /> ordinance. The amendment aims to address the following points. <br /> •Lists goals and a purpose for the ordinance <br /> • Outlines specifically the types of projects that will have to comply with the landscaping <br /> requirements <br /> •Provides separate sets of standards for new developments & redevelopments of a certain size <br /> •Establishes a completion timeline and maintenance requirements <br /> •Allows flexibility so as to promote special design features <br /> Planner Gundlach reported that this ordinance has been reviewed by the Planning Commission during <br /> several work sessions. The ordinance has also been reviewed by the City Attorney and the Economic <br /> Development Commission. <br /> Staff recommends the commission recommends the City Council adopt the ordinance amending Zoning <br /> Code Section 8-010 (2) to provide more descriptive landscaping standards. <br /> Chairperson Howard opened the Pubic Hearing at 8:38 p.m. <br /> Motion by Commissioner Shardlow, seconded by Commissioner Danger to close the Public Hearing. <br /> 7-0 Motion carried <br /> 7 <br />
