Report No. 11-324. <br />Site Plan approval to <br />Resolution No. 11-108. <br />allow a 73' x 43' <br />canopy addition on <br />City Planner Janice Gundlach reported that the applicant is requesting Site Plan approval on behalfofthe <br />the rear of the existing <br />building at 375 5' Ave <br />property owner— Hypro/Pentair Water. The Site Plan request would allow construction of a 73' x 43' <br />NW. RepatNo, 11-324. <br />Resolution No. 11-108. <br />canopy on the rear ofthe existing building at 375 5'h AVE NW. The purpose of the addition is to cover <br />metals recycling containers and prevent water from getting into them and thus not leaking metals -tainted <br />water. The proposed canopy does not impact existing parting stalls or functionality of the surface parking <br />lot and loading dock area Ms. Gundlach stated that the proposed canopy addition is not considered usable <br />building floor area because it isn't enclosed. The canopy meets all setbacks and doesn't require additional <br />parking nor does its footprint impact existing parking stalls or maneuvering, The proposed peak height of <br />28.5' is well below the allowed height of40'. The color ofthe canopy should ideally match the color ofthe <br />building Because ofinanufacturer specifications, this may not be possible. A dry sprinkler system should <br />be implemented and site drainage patterns must be improved <br />Staffrecommelds the City Council approve the Site Plan, subject to the following conditions: <br />• The 73' x 43' canopy shall be constructed in a manner consistent with the proposed plans attached <br />to the Planning Report <br />• The color of the canopy shall match the exterior color ofthe building if it is possible through the <br />manufacturer. <br />• The remirnnerxlations rioted in the interoffice Public Safety, Public Worics/Engineeiing and <br />Building Official Memos are implemened. <br />Phillips questioned ifthe discharge materials are hazardous. City Planner Gundlach <br />'Counalmember <br />reported the metals are generally non-toxic, as the applicant is not required by the MPCA to obtain an <br />industrial wastepemit. <br />Councilmember Samuelson questioned the height if the canopy. Planner Gundlach stated the canopy is <br />28.5 feet at the highest peak <br />Councilmember Bauman stated that she attended the Planning Commission meeting, and reported that the <br />canopy will be beneficial <br />Motion by Councilmember Phillips, seconded by Councilmember Burg to adopt the Resolution <br />provided, approving the Site Plan subject to four conditions, the three noted and the <br />addition of the following condition number 4: <br />4, Tyre appJicantadiisesthe City as to the nahtre ofthe discharge from the dumpstem And a <br />mpdrententtonodfythe city ifthemateriahgoutgin the thtmptstm change <br />5 Ayes, 0 Nays- Motion Carried <br />Commission Liaison Reports, Announcements and Updates <br />Dean Lotter - <br />Commission Liaison <br />Retorts. <br />City Manager Lotter reported that he attended a Policy Adoption Conference along with <br />Mayor Jacobsen. Transportation along with Economic Development issues were discussed. <br />Announcements and <br />te <br />u a <br />�_ <br />An update was given regarding the recent Leadership Exchange; noting that there maybe <br />1 <br />opportunities to form relationships with the Ukraine to assist with various infrastructure <br />issues. City Manager Lotter reported the Meeting for Public Comment will be Tuesday, <br />December 6, with the final budget scheduled to be adopted at the December 13th Council <br />
