points for focusing that energy on locating nests. The focus is for the
volunteer activity to start in Lakeside pond and Forestdale pond, and at
their discretion, come back to Council or Parks, Recreation and
Environmental Commission.
Fields stated that his image of it is that it is assisting to help the volunteers
manage the geese on private property. Not the City going in and addling.
Council Member Phillips said as soon as the volunteers are from the City,
they are on the City's compensation plan, they are on our liability
insurance plan, so really it is not a private group of volunteers, it's a City-
organized group of volunteers; if a volunteer gets hurt egg addling, they
are covered by the City's insurance. You are a government representative
when you are a volunteer.
Fields stated it is a lot different having volunteers, going in there and
removing geese, rather than City workers going in and removing geese.
Lisa Taft stated she really does not understand because the City already
has a policy, a long-standing policy of removing geese on private
property. If you are going to continue to do it, let's do egg addling and
show people how to use other methods.
Frischman asked the Commission if they had a consensus for the first two
items that were offered up as a recommendation? The Commission
agreed. Frischman stated then that we would like to figure out a way to
try to encourage egg addling at the two sites that have been identified this
evening.
Fields stated, we realize that the problem is not just on park properties and
the golf course. We are having issues on private property and we need to
figure out how to help control the geese population so it isn't starting
elsewhere and ending up on park property.
John Taft stated that all we are really asking the City to do is give us some
resources and assistance in helping identify problem areas; two of which
are Forestdale and Poplar Lake. To identify potential problem areas is
where the goose population is posing a problem for the local residents and
to support the volunteer efforts to remediate that problem through goose
egg addling. We are not really asking for any band aid or recommendation
from this Commission or City Council to allow us to go on private
property. What we want to do is work with private land owners and help
them see that to the extent that they perceive there is a problem, there is
also a solution. It is just reasonable assistance that we are looking for and
support.
5
