NOT APPROVED <br /> December 13,2011 Page 5 of 7 <br /> Councilmember Philips stated the intent is to defer certain purchases,at the City Managers discretion. <br /> City Manager Lotter stated there will be a need to adjust certain plans,noting based on forecasting in 2014, <br /> there could be a potential shortfall. City Manager Lotter noted that the process in place does address <br /> discretion in replacing fleet non fleet items. <br /> Councilmember Phillips clarified that the amendment would assist with getting the fleet non fleet fund in <br /> balance for future budgets. <br /> Mayor Jacobsen questioned if the plan compliments the current plan,and is there a documented plan in place. <br /> City Manager Lotter reported that the fleet non fleet plan is a 15 year plan;currently the City looks at a <br /> forecast of future expenditures a few years out;noting variables need to be considered. <br /> Manager Lotter suggested the resolution is sufficient as presented;noting Councilmember Phillips <br /> amendment doesn't alter the current process dramatically. Councilmember Bauman stated that she likes the <br /> amendment,as it allows for further review. Councilmember Bauman also noted that it is difficult to look at <br /> long term planning,because of the variables. <br /> Councilmember Burg clarified that the council will continue to look at the budget annually.Mayor Jacobsen <br /> agreed with Councilmember Burg,noting he wants to avoid shortfalls for any future council. <br /> Councilmember Samuelson clarified that the council intends to avoid debt,and paying for items as needed. <br /> 5 Ayes,0 Nays-Motion Carried <br /> 4.
