iIlEW Report Number 12-030 <br /> Agenda Section VI-5 <br /> the city thatworks for you Council Meeting Date January 24,2012 <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Consideration of an amendment to a previously approved Site Plan and <br /> Nonconforming Use Permit for 778 1st ST NW, Bell Lumber& Pole Company. <br /> DEPARTMENT HEAD'S APPROVAL: Grant Fernelius, Community Development Director <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report _ Comments attached <br /> 15.99 Deadline: 2/28/2012 <br /> Recommendation: Adopt the attached Resolution, approving the amended Site Plan and <br /> Nonconforming Use Permit subject to two conditions. <br /> Legislative History: October 25, 2011: The City Council adopted Resolution 11-100 approving a Site <br /> Plan and Nonconforming Use Permit for the property, allowing construction of a 2°d story office <br /> addition and associated surface parking lot improvements. <br /> Financial Impact: Not applicable <br /> Explanation: The applicant is requesting a revision to a Site Plan and Nonconforming Use Permit <br /> approved on October 25, 2011. That request consisted of a second story office addition at 778 1st ST <br /> NW and associated surface parking improvements. The proposed revision affects the surface parking <br /> area only. Specifically,the original approval depicted the addition of 11 new parking stalls to the east of <br /> the existing office building. This required the paving of 10,847 SF of site area currently unpaved. The <br /> applicant has determined that a better solution to acquiring additional parking would be to remove the <br /> existing detached garage structure to the north of the office building, which opens up the parking lot, <br /> provides an additional 18 stalls, and also provides better use and efficiency of existing parking areas. <br /> This solution reduces the amount of new paved area from 10,847 SF to 704 SF but provides a net <br /> increase of 18 surface parking stalls and additional curbing to control surface water run off. <br /> Staff reviewed setbacks, total amount of off street parking stalls, landscaping, and drainage concerns. <br /> Staff also considered the Nonconforming Use Permit criteria of Zoning Code Section 8-460. The <br /> analysis within the attached Planning Report concludes that all criteria are met subject to the two <br /> conditions outlined in the attached Resolution.
