b. The impact of any nonconformity upon adjacent premises is reduced to the greatest <br /> practical extent. <br /> c. The extent of any nonconformity is reduced where practical. <br /> 8. The Planning Commission and City Council found the extent of nonconformities are being <br /> reduced to the greatest practical extent by providing a more efficient surface parking area and <br /> eliminating a need for vehicles to access paved parking through unpaved drive areas, having <br /> a detrimental impact with regard to dust. The Planning Commission and City Council also <br /> finds the addition of curbing will appropriately manage on-site surface run off and not <br /> detrimentally impact neighboring properties. <br /> NOW THEREFORE BE IT RESOLVED, that based upon the above Findings of Fact the application <br /> for a revised Site Plan (LP2011-005) and Nonconforming Use Permit (NC2000-002) is hereby <br /> approved, subject to the following conditions: <br /> 1. The proposed improvements are constructed in a manner consistent with the revised plan. <br /> 2.
