PLANNING REPORT <br /> DATE: January 12, 2012 <br /> CASE: Revision to LP2011-005 &NC2011-002 <br /> SUBJECT: Revision to Surface Parking Improvements Associated with the 2nd Story <br /> Office Addition Approved in October of 2011 <br /> APPLICANT: Norm Wells Architect PA on behalf of Bell Lumber& Pole <br /> REQUEST&BACKGROUND <br /> The applicant is requesting a revision to a Site Plan and Nonconforming Use Permit approved on <br /> October 25, 2011. That request consisted of a second story office addition at 778 1st ST NW and <br /> associated surface parking improvements. The proposed revision affects the surface parking area <br /> only. Specifically, the original approval depicted the addition of 11 new parking stalls to the east <br /> of the existing office building. This required the paving of 10,847 SF of site area currently <br /> unpaved. The applicant has determined that a better solution to acquiring additional parking <br /> would be to remove the existing garage structure to the north of the office building, which opens <br /> up the parking lot, provides an additional 18 stalls, and also provides better use and efficiency of <br /> existing parking areas. This solution reduces the amount of new paved area from 10,847 SF to <br /> 704 SF but provides a net increase of 18 surface parking stalls. <br /> There was some confusion at the October 18, 2011 Planning Commission meeting regarding the <br /> extent of nonconformities and why, over the years, they haven't been corrected. As was stated at <br /> the meeting, Bell Poll has existed on this site in New Brighton since 1919. This was in advance <br /> of New Brighton being incorporated and having adopted a Zoning Code. In an effort to better <br /> address the concerns raised at the October 18, 2011 Planning Commission meeting, it should be <br /> stated that in order for many of the site layout nonconformities to be eliminated, the entire yard <br /> and operations would have to be re-organized so as to meet setbacks. Over the years as requests <br /> have come forward, this has not been required as it has been thought to be impractical and would <br /> greatly reduce the usable area of the property.
