MINUTES <br /> New Brighton Economic Development Commission Approved <br /> Regular Meeting—December 13, 2011 <br /> 7:30 a.m. <br /> Members/Liaisons Present: Paul Zisla, Bob Smith, Vivian Neumann-Walker, D.L. Beach, Marie <br /> Hansen, Mike Murlowski, Al Potter, and Councilmember Char Samuelson. <br /> Members/Liaisons Absent: Terri Snell. <br /> Staff Present: Grant Fernelius-Community Development Director; Janice Gundlach-City Planner,Katie <br /> Bruno-Office Assistant. <br /> Guests Present: <br /> Call to Order <br /> Chair Zisla called the meeting to order at 7:30 a.m. <br /> Approval of Minutes <br /> Motion by Commissioner Hansen, seconded by Commissioner Beach to approve the minutes from the <br /> October 18, 2011 meeting. <br /> Approved 7-0 <br /> Report from Council Liaison <br /> Councilmember Samuelson reported that the Council will be voting on the 2012 Budget at a meeting <br /> later in the day. The proposed levy is $7,287,308—a decrease from 2011. Director Fernelius offered a <br /> brief explanation regarding the difference between the Market Value Homestead Credit and the Market <br /> Value Exclusion Program. <br /> The View Apartments at Long Lake <br /> Director Fernelius reported that work continues on the apartment project; currently the framing is <br /> complete on all floors, and the contractor is working on the roof trusses. Once the roof and windows are <br /> complete the interior work will begin. Commissioner Murlowski asked if the project is on schedule; <br /> Director Fernelius stated that it is even slightly ahead of schedule, possibly leasing mid summer 2012. <br /> NW Refinery Update <br /> Director Fernelius reported that so far, the company has completed two of the excavation areas and <br /> removed a fairly large amount of piping and soil. The site has been a challenge to work in because of <br /> the unusual shape and the fact that several stockpiles have been created. It was noted that MPCA and <br /> Ashland have agreed that the pipe removal and contamination work ends at the property boundary. Any <br /> contaminated soil and piping are being tested and removed, as necessary. Contaminated soils are being <br /> stockpiled in a (covered) containment area. It was reported that the contamination is extensive and the <br /> process is taking longer than anticipated. It will likely be completed in early 2012. <br /> The City has been selling off a portion of the stockpile of approximately 200,000 tons of rubble left <br /> from the purchase of Midwest Asphalt. The City agreed to relocate the stockpile earlier in the year. The <br /> contractor who relocated the pile determined that the remaining 4-6 feet of aggregate was not the <br /> processed class 7, but possibly part of an old rubble pile, and Ashland will be responsible for disposing <br /> of the aggregate. <br /> Director Fernelius reported that Barr Engineering is consulting the City in the process. Commissioner <br /> Potter asked if the City could sell the rubble. Director Fernelius noted that the rubble would require <br /> processing and that would be costly. <br />
