C/ <br /> It <br /> ity of <br /> Report Number 12-048 <br /> NEW <br /> Agenda Section VI-4 <br /> the city that works for you Council Meeting Date February 28,2012 <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Consideration to Continue the Goose Management Program and <br /> Expand it to Include Egg Addling on Private Property with the Consent of the Land Owner. <br /> DEPARTMENT HEAD'S APPROVAL: Sandy Breuer,Director of Parks and Recreation <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached <br /> Recommendation: Or <br /> Continue the goose management program and expand it to include egg addling on private property with <br /> the consent of the land owner. <br /> Legislative History: <br /> On February 8,2011 Council directed staffto implement the following goose management practices: <br /> • Develop an egg addling program. <br /> • Direct staff to develop a goose management education program. <br /> • Conduct annual goose survey. <br /> • Direct the Parks,Recreational and Environmental Commission(PREC)to revisit the issue at the conclusion <br /> of the 2011 season to review effectiveness and make any further recommendations. <br /> On November 2, 2011 -PREC reviewed the 2011 season and at PREC's January 4,2011 meeting they <br /> recommended that Council continue the goose management program and expand it to include egg addling <br /> on private property with the consent of the land owner. <br /> Financial Impact: <br /> Over the past several years approximately$3,000 has been allocated to the Parks general fund budget and <br /> $1,000 has been allocated to the Golf Course budget. Under this plan,the City would continue to allocate <br /> funding in these areas. <br /> Explanation: <br /> No egg nests were found during the 2011 season. Volunteers will be utilized to expand the search and go <br /> onto private property, with the consent of the land owner, to nest search and addle. The areas chosen will <br /> be areas that are known to have had goose population in the past; include sites where round-ups have <br /> occurred. <br /> Costs and Funding: <br /> It is recommended that allocated funds be left in the budget for goose management(supplies, <br /> training,possible removal, etc) and to continue the annual survey.
