laity Of Report Number 12-053 <br /> NEW Agenda Section VI-9 <br /> in `i Council Meeting Date February 28,2012 <br /> the city that works for you <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: APPROVAL OF PLANS AND SPECIFICATIONS AND <br /> AUTHORIZATION TO ADVERTISE FOR BIDS FOR CITY PROJECT 10-10, OLD <br /> HIGHWAY 8 NW SIDEWALK& TRAIL. <br /> DEPARTMENT HEAD'S APPROVAL: ( ') <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report 5L-- Comments attached <br /> Recommendation: To approve the plans and specifications and authorize staff to advertise for bids for <br /> City Project 10-10, Old Highway 8 NW Sidewalk and Trail. <br /> Legislative History: <br /> Old Hi ihwav 8 NW/1"Avenue NW <br /> In March of 2010, the City Council accepted the petition and authorized City staff to prepare a <br /> feasibility study for the installation of a concrete sidewalk on 1st Avenue NW from 14th Street NW to <br /> Old Highway 8, and continuing north along the east side of Old Highway 8 to County Road 96. On <br /> Monday, November 15, 2010, an informational meeting was held with residents and businesses to be <br /> affected by this proposed project. Information about this meeting is included in the feasibility study. At <br /> the November 23, 2010, council meeting the City Council accepted the Feasibility Study for Project 10- <br /> 10. On January 25, 2011 a Public Improvement Hearing was held, and staff was directed by the City <br /> Council to present City Project 10-10 to the PREC committee. On February 2, 2011 the PREC <br /> Committee recommended to the Council that the plans should include a 5-foot concrete walk on 1st <br /> Avenue NW, with a transition to an 8-foot multi-use bituminous trail along Old Highway 8 as indicated <br /> in the amended Feasibility Study. <br /> 10th Street NW <br /> During the development of the Library at the New Brighton Community Center, it was determined that a <br /> sidewalk would be installed on the north end of 10th Street NW from Old Highway 8 NW to the <br /> entrance to the existing overflow parking lot. <br /> Based on the State shutdown last summer this project was rescheduled for the 2012 construction season. <br /> Staff has submitted plans to Mn/DOT for review, and we have received conditional approval from Rice <br /> Creek Watershed District on February 10, 2012. <br /> Financial Impact: <br /> Old Highwav 8 NW/1"Avenue NW 10th Street NW <br /> Construction $139,176.20 $55,784.65 <br /> Engineering and Administration $29,227.00 $1 1714.78 <br /> Subtotal $168,403.20 $67,499.43 <br /> The total estimated project cost for City Project 10-10 is $235,902.63 for construction and engineering. <br />
