W grReport Number 12-062
BRIGH Agenda Section VI-5
the city that works for you Council Meeting Date March 13,2012
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: RESOLUTION AMENDING PRECINCT BOUNDARIES
ACCORDING TO NEW LEGISLATIVE REDISTRICTING DISTRICTS 41A AND 41B,
CREATE A COMBINED PRECINCT 2A AND 2B AND REESTABLISH PRECINCT 4.
DEPARTMENT HEAD'S APPROVAL:
CITY MANAGER'S APPROVAL:
No comments to supplement this report// Comments attached
Recommendation:
To adopt the RESOLUTION TO CHA PRECINCT BOUNDARIES ACCORDING TO
NEW LEGISLATIVE REDISTRICTING DISTRICTS 41A AND 41B AND CREATE A
COMBINED PRECINCT 2A AND 2B AND REESTABLISH PRECINCT 4.
Legislative History:
All precincts in the state must be established or reestablished within 60 days of the adoption of
the state redistricting plan, or by April 3, 2012, whichever comes first. These established precinct
boundaries become effective on the date of the 2012 primary, (M.S. 204.14 subd. 3). Ramsey
County needs this information by March 23`d, 2012.
The City of New Brighton's precinct#2 has two different school districts, ISD # 282 and ISD #
621, within its boundaries. The two school districts have been on the same ballot for elections
conducted in the past. Ramsey County Elections creates all the software and ballots for the local
elections, i.e. ISD # 282, ISD # 621, Ramsey County and the City of New Brighton. Combining
the two school districts on the same ballot creates problems and a hardship for the County.
Ramsey County has informed us that the City needs to create separate precincts in order to
accommodate separate ballots for each school district. This must be accomplished within a tight
time schedule prior to the elections to be held later this year.
Financial Impact:
For 2012, Ramsey County will provide the ballot counter equipment for the additional precinct at
no cost to the City. Additional election judges will be necessary to administer both precincts in
the combined polling place. We currently estimate that the additional, unbudgeted costs to be
approximately $700, calculated as follows: Primary: 2 Judges 15 hrs ea. $230
General: 4 Judges 15 hrs ea. 470
Total $700
Explanation:
The City of New Brighton has been split by the State Legislative districts 41A and 41B, (see
attached map). A legislative district boundary must run along a precinct boundary, causing the
City of New Brighton to change its Precinct boundaries. A jurisdiction split by legislative or
congressional districts during redistricting will need to adjust its precinct boundaries to follow
the legislative and congressional district boundaries as defined in the state redistricting
legislation (M.S. 204B.14).
