March 13,2012 <br /> Councilmember Burg, stating that the council has the authority to determine whether <br /> commissioners should be appointed or removed. Additionally Councilmember Jacobsen <br /> stated that he feels not all absences are equal, and would suggest amending the attendance <br /> policy to allow for a more subjective approach. <br /> Mayor Jacobsen stated that by allowing individuals to remain on a commission for a long <br /> period of time can dissuade interested residents from serving. Councilmember Bauman <br /> reported that she feels some commissioners see their role as commissioner as an entitlement <br /> issue, and would like to offer opportunities to interested citizens. <br /> Councilmember Samuelson commented that the council has the opportunity to review every <br /> appointment, and would like to provide the council the opportunity to extend appointments on <br /> an as needed basis. Councilmember Samuelson also commented that the council; as liaisons <br /> would have knowledge of attendance issues. <br /> Mayor Jacobsen commented on the positive experience in the case of a current EDC <br /> Commissioner; who recently reached his term limit on the Planning Commission. <br /> Councilmember Burg commented that currently there are not enough applicants to fill <br /> vacancies. Councilmember Samuelson and Bauman suggested changing all commissions to a <br /> four term(twelve year) maximum. Councilmember Burg suggested giving the Council the <br /> ability to extend a term if that is in the best interest of the City. It was also determined to <br /> lessen the restrictions on absenteeism. <br /> Assistant to the City Manager Johnson summarized the changes as follows: <br /> Sec.2-63 <br /> (1) Planning Commission members will be allowed to serve four consecutive terms or a <br /> maximum of twelve years. <br /> (2-) All other commission and committcc mcmbcr appointments will be allowed to serve three <br /> consecutive terms or a maximum of ninc years. <br /> (2) Once a commission member has served on a commission for four consecutive terms or a <br /> maximum of twelve years,the City Council may reappoint that commission member to <br /> additional terms. <br /> (3) Effective April 1,2010,the City Council will begin enforcing the term limits on current <br /> commission or committee members who have served for three or four consecutive terms. <br /> Sec.2-69 <br /> Attendance at meetings is of the utmost importance in carrying out the work of a <br /> commission or committee. If a member misses one third four of the scheduled meetings <br /> during the commission or committee's calendar year(April through March), the member's <br /> seat will automatically may become vacated and the City Council will can begin the <br /> process of filling the vacated seat. The City Manager shall be responsible for notifying the <br /> member of the intended and resulting action. <br /> Motion by Councilmember Burg,seconded by Councilmember Jacobsen to make changes to the <br /> City Code Chapter 2,Article 4 as listed by Assistant to the City Manager Johnson. <br /> 5 Ayes,0 Nays-Motion Carried <br />
