Approval of the Parks,Recreation and Environmental Commission minutes of January 4,2012. <br /> 2. Approval of the Public Safety Commission minutes of January 30,2012. <br /> 3. Approval of the Civil Service Commission minutes from December 8,2011. <br /> Special Order of Business Special Order of <br /> 1. "State of the District" presentation from Dan Hoverman, Superintendant of Mounds Business <br /> View School District 621. State of the District <br /> presentation,Mounds <br /> View School District <br /> Superintendant Dan Hoverman introduced School Board Chairperson Jon Tynjala and School 621. <br /> Board Member Mane Jo Sager. Mr. Hoverman and Tynjala shared the district's mission and <br /> vision statements. Information was given related to changes in demographics, educational <br /> equity, ACT trends, enrollment patterns and future academic ventures including STEAM and <br /> Early College. The district is intentional in providing students opportunities to pursue post <br /> secondary options. The Early College program in addition to providing all Juniors the <br /> opportunity to take the ACT test at no cost- at their high school will help many students <br /> achieve post secondary success. It was reported that US News and World Report has ranked <br /> both Irondale and Mounds View High Schools in the "silver" category. <br /> The middle schools in the district will be implementing STEAM in the fall of 2012; an <br /> initiative that now includes the various arts, along with science, technology, engineering and <br /> math. Edgewood Middle School will offer a STEAM magnet program as well. <br /> Irondale High school will offer Early College for the 2012-2013 academic year; providing an <br /> opportunity for students to earn an AA degree while still enrolled in high school. Students will <br /> complete college coursework while remaining at Irondale, instructed by Irondale teachers. It <br /> is anticipated that Mounds View High School will offer Early College in the 2013-2014 <br /> academic year. <br /> Superintendant Hoverman reported that students enrolled in an early college course must earn a <br /> letter grade C to receive college credit; a letter grade D would be required to earn a high school <br /> passing grade. Councilmember Bauman asked if the district will continue to offer PSEO (post <br /> secondary education option). Mr. Hoverman explained PSEO and Early College fall under the <br /> same program, and both options will be offered. <br /> Councilmember Samuelson expressed her gratitude to the school district, community and the <br /> many parent volunteers in the district. Councilmember Burg questioned how ACT test funding <br /> will be continued in the event that the MVEA can no longer offer financial support. Mr. <br /> Hoverman explained there is a contingency fund to continue annual funding of$40,000 to <br /> provide all students to participate in ACT testing. Superintendent Hoverman expressed <br /> gratitude to the City of New Brighton,Northwest Youth &Family Services and Peacemakers <br /> for their continued support. <br /> Mayor Jacobsen reported that he and City Manager Lotter intend to draft a proclamation <br /> related to state funding.
