HEAD'S APPROVAL: <br /> MANAGER'S REVIEW/RECOMMENDATION: <br /> No comments to supplement this report /32Comments attached <br /> EXPLANATION/SUMMARY (attach supplemental sheets as necessary) <br /> The purpose of this item is to obtain Council authorization to make final payment on the contract for the construction of the <br /> Well #14 Pumphouse. The Well#14 Pumphouse is located at 1375 7th Street NW behind City Iron Removal Plant and <br /> Well #11. Well#14 is part of the groundwater remediation system and pumps to the PGAC Water Treatment Plant, located <br /> at 3001 5th Street NW, through the pipeline that was installed on 7th Street, 23rd Avenue and 5th Street in 1994. Well#14 <br /> is strategically located to optimize groundwater remediation and will be a primary use well. The Well#14 Pumphouse has <br /> been substantially completed and in service since December of 1996. It is part of the Operable Unit#1 groundwater <br /> remediation project and is being paid for by the U.S. Army. <br /> itfinal total cost for the Well#14 Pumphouse is $249,361.10. There were three change orders to the contract totaling <br /> $9,688.10 for electric service modifications and several other minor modifications to the pumphouse and site. The <br /> Contractor,Mills Contracting,has been paid partial payments totaling $236,513.04. They have recently filed for <br /> bankruptcy protection and have not paid many of their subcontractors. As a result we have been instructed by their <br /> bonding company, Washington International Insurance Company,that the contract retainage of$12,848.06 be paid directly <br /> to them. The City will receive indemnification from Washington International Insurance Company relating to any claims <br /> from Mills Contracting and their subcontractors. <br /> The Well#1 Pumphouse has been inspected and approved for final acceptance by City staff,Barr Engineering Company <br /> and representatives of the U. S.
