HEAD'S APPROVAL: <br /> MANAGER'S REVIEW/RECOMMENDATION: <br /> No comments to supplement this report Comments attached <br /> EXPLANATION: <br /> The resignation of the City's full-time fire marshal in late 1995 prompted staff to review how fire inspection service <br /> needs might best be handled within the community. During the budgetary process,the council and staff discussed this <br /> issue in great length. The 1996 budget was prepared with the understanding that fire inspection services would be <br /> provided through an independent contract with a private source. $22,000 was budgeted for this program in 1996. In <br /> 1995,the full compensation budget for this position was $54,700.00, including benefits.. <br /> Ads were placed in the LMC magazine and individual RFP's were sent to in excess of 20 local fire departments. <br /> Proposals were received from two private interested parties for the provision of this service in 1996. The analysis <br /> between the two proposals received is attached. Because the RFP was structured in a way that solicited the optimal <br /> -ice levels for the budgeted amount, both proposals were written using the $22,000 as the level of compensation to be <br /> vided under the contract. Both proposals could adequately meet our fire inspection service needs for the community, <br /> although the proposal submitted by Mr. Flermoen might have additional costs associated with the development of new <br /> pre-planning diagrams and documents. <br /> MWB Fire Protection Enterprises, Inc. is a new private business established by former fire marshal Mark Bishop,who <br /> also continues to serve as a member of the New Brighton Fire Department. He is also currently under a separate <br /> contract for the provision of emergency management services at a total contract cost of$5,500. Mr. Bishop's familiarity <br /> with the department and inspection needs of our current business community would certainly be an advantage towards <br /> making sure that fire inspection services in the community be best met as well as communicated effectively within the <br /> fire department operations. <br /> Based on all the factors considered, the proposal submitted by MWB Fire Protection Enterprises can best meet the <br /> overall needs of fire inspection services for the community. <br /> RECOMMENDED ACTION <br /> MOTION TO AUTHORIZE THE MAYOR AND CITY MANAGER TO ENTER INTO A CONTRACT WITH <br /> MWB FIRE PROTECTION ENTERPRISES FOR THE PURPOSE OF PROVIDING FIRE INSPECTION <br /> SERVICES FOR THE YEAR, 1996 AT A RATE OF$1,830/MONTH. <br /> S 64130 <br /> Matt ew S.
