S Page 2 <br /> There are basically two options to restoring the storm sewer system's capacity and eliminate the flooding problem. <br /> Moving the weir gate upstream of the storm sewer outlet or extending the storm sewer outlet to the down stream side of <br /> the weir. The normal water elevation on the down stream side of the weir is the normal water elevation of Long Lake <br /> which is 18 inches lower than Pike Lake. This will enable the storm sewer system to drain empty and have much greater <br /> capacity at all time other than those few occasions when Long Lake is at a high flood level. <br /> On October 3, 1995, David Rholl,Design Engineer with Ramsey County, and Les Proper with the City met with residents <br /> in the flooding area to discuss the options for correcting the flooding problem. The residents who had lots along the <br /> channel were strongly opposed to moving the weir upstream of the storm sewer outlet as lowering the water elevation of <br /> the channel 18 inches would affect the aesthetics and use of the channel for boat access to Pike Lake. Therefore the option <br /> of extending the storm sewer outlet to the downstream side of the weir was pursued. <br /> The proposed plan is to extend the storm sewer outlet along the north side of the channel to the Long Lake Road box <br /> culvert where a special concrete section, incorporating a new weir,would be installed. See attached storm sewer extension <br /> plan. The majority of the construction would take place in the channel easement and on the two adjacent lots at 1300 <br /> Long Lake Road and 1315 Kari Land. The owners of both of these lots have work with us in the development of the plan <br /> and are in agreement with the current proposed plan. <br /> The Public Works Departments of Ramsey County and the City have work jointly on this proposed project and are <br /> rillthat the project cost be split fifty fifty since both County and City facilities and property are affected. The <br /> I estimated cost of the project, including engineering, right-of-way and tree replacement is $122,715. The City's share <br /> would be paid for from the Storm Water Utility Fund. $50,000 is programed in the 5 Year Capital Improvement Plan for <br /> this project. <br /> The Ramsey County Public Works Department has prepared the construction plans and specifications and would handle <br /> the construction inspection. However, it is proposed that the City of New Brighton be the contracting agent as Ramsey <br /> County's time requirements for letting a contract are very long and could put back the construction of this project until <br /> 1997. The minimum amount of time required by the County to award a contract is three months. The City can award a <br /> contract in about one month. We are proposing a bid opening date of August 5, 1996, with bids presented to the City <br /> Council for consideration of award on the August 13, 1996, Council meeting. <br /> Permits from the Rice Creek Watershed,Army Corps of Engineers, and the Department of Natural Resources have been <br /> submitted and will be approved prior to the August 5, 1996, bid opening. <br /> The COOPERATIVE AGREEMENT NO. 96012 defines the terms between the City and County for the proposed project, <br /> i.e.responsibilities for construction and ownership and that the cost of the project will be shared equally. <br /> • <br /> G IENGICCR-96195-6RPT.wPD <br />
