Agenda Section: V I I I 2
CITY OF NEW BRIGHTON
Report Number: 9 6-14 8
REQUEST FOR COUNCIL CONSIDERATION
Report Date: 6/20/96
ITEM DESCRIPTION: Lawcon Grant for Family Service Center Nature Walkway
DEPT. HEAD'S APPROVAL: N/A
MANAGER'S REVIEW/RECOMMENDATION:
No comments to supplement this report Comments below/attached
EXPLANATION/SUMMARY (attach supplemental sheets as necessary):
In April, 1994 the Parks and Recreation Department submitted a grant application for development of a nature
walk in the marsh area in the Family Service Center property. (See attachments, Item #2, 3B, 4, 5, and 6.)
The request was initially rejected but the department was informed in April, 1996 that additional grant funds
had been made available and the grant was approved. At the time that the initial grant was submitted, the
Pollari site parking lot and bridge were not in place and a portion of their cost would have been allocated to
the City's required 50% match. Bridge and parking lot costs can no longer be used because provisions of the
•nt prohibit match expenditures prior to formal award of the grant.
The department is now recommending a reduced grant request of$54,000.00, which requires a $27,000.00
City match. The reduced request is similar to the original except that the amount of the floating walkway has
been reduced by about 50% and one observation station would be built instead of two. The City's $27,000.00
match would consist of approximately $11,000.00 in cash and $16,000.00 in-kind and volunteer services. The
$11,000.00 cash left over from construction of the Pollari parking lot site this spring could be used for the
match amount. The attached map shows the new trail configuration, highlighted, and a revised copy is also
attached.
Recommendation:
To approve a revised $54,000.00 grant request, with a $26,000.00 City match and authorize up to an
$11,000.00 cash match from ri parking lot funds.
t:::::::;221-e.
Maurice H. Anderson
Director of Parks and Recreation
(See page 2 attached)
