HEAD'S APPROVAL: <br /> MANAGER'S REVIEW/RECOMMENDATION: <br /> No comments to supplement this report 1/913Comments attached <br /> EXPLANATION/SUMMARY <br /> A petition has been received from approximately 66 residents in the 3rd Street NW neighborhood area. The petition sites a safety <br /> problem resulting from high speed traffic and requests the installation of stop signs at the following locations as a solution to the <br /> problem: <br /> 1.On 14th Avenue NW northbound at 3rd Street NW <br /> 2.On 3rd Street NW eastbound at 14th Avenue NW <br /> 3.On 3rd Street NW eastbound at 17th Avenue NW <br /> 4. On 3rd Street NW westbound at 17th Avenue NW <br /> 5. On 3rd Street NW eastbound at Kimberly Drive <br /> 6. On 3rd Street NW westbound at Kimberly Drive <br /> 7. On 3rd Street NW eastbound at 23rd Avenue NW <br /> 8.On 3rd Street NW westbound at 23rd Avenue NW <br /> A copy of the petition and a map of the 3rd Street NW neighborhood showing the locations of the petitioners and requested stop sign <br /> ations are attached. <br /> Ilp <br /> informational meeting was held with residents of the 3rd Street NW area on Thursday evening, October 3, 1996. It was concluded <br /> at the informational meeting that more traffic data on vehicle speeds and volumes is need as well as if the vehicles are local or using <br /> 3rd Street as a shortcut to avoid traffic congestion on Silver Lake Road and County Road E.Residents feel that much of the traffic on <br /> 3rd Street is"cut through traffic". <br /> Additional speed and volume counts will be taken on 3rd Street and 14th Avenue using the City traffic counters. In addition,four <br /> residents have agreed to participate in a neighborhood speed watch study where they would record vehicle speeds using a City radar <br /> gun and vehicle license numbers to determine the traffic makeup, local or cut through. <br /> The traffic data will be used in an engineering study to determine if stop signs are warranted at the requested locations on 3rd Street <br /> NW and 14th Avenue NW.The engineering study will also investigate other possible solutions to the problems such as;increased <br /> enforcement by the Police Department,Neighborhood Speed Watch,and traffic calming techniques. <br /> We would like to get a minimum of a full week of speed and volume counts on 3rd Street and 14th Avenue and it may be difficult to <br /> complete this in two weeks.
