HEAD'S APPROVAL: MANAGER'S REVIEW/RECOMMENDATION: No comments to supplement this report 1/913Comments attached EXPLANATION/SUMMARY A petition has been received from approximately 66 residents in the 3rd Street NW neighborhood area. The petition sites a safety problem resulting from high speed traffic and requests the installation of stop signs at the following locations as a solution to the problem: 1.On 14th Avenue NW northbound at 3rd Street NW 2.On 3rd Street NW eastbound at 14th Avenue NW 3.On 3rd Street NW eastbound at 17th Avenue NW 4. On 3rd Street NW westbound at 17th Avenue NW 5. On 3rd Street NW eastbound at Kimberly Drive 6. On 3rd Street NW westbound at Kimberly Drive 7. On 3rd Street NW eastbound at 23rd Avenue NW 8.On 3rd Street NW westbound at 23rd Avenue NW A copy of the petition and a map of the 3rd Street NW neighborhood showing the locations of the petitioners and requested stop sign ations are attached. Ilp informational meeting was held with residents of the 3rd Street NW area on Thursday evening, October 3, 1996. It was concluded at the informational meeting that more traffic data on vehicle speeds and volumes is need as well as if the vehicles are local or using 3rd Street as a shortcut to avoid traffic congestion on Silver Lake Road and County Road E.Residents feel that much of the traffic on 3rd Street is"cut through traffic". Additional speed and volume counts will be taken on 3rd Street and 14th Avenue using the City traffic counters. In addition,four residents have agreed to participate in a neighborhood speed watch study where they would record vehicle speeds using a City radar gun and vehicle license numbers to determine the traffic makeup, local or cut through. The traffic data will be used in an engineering study to determine if stop signs are warranted at the requested locations on 3rd Street NW and 14th Avenue NW.The engineering study will also investigate other possible solutions to the problems such as;increased enforcement by the Police Department,Neighborhood Speed Watch,and traffic calming techniques. We would like to get a minimum of a full week of speed and volume counts on 3rd Street and 14th Avenue and it may be difficult to complete this in two weeks. We would like to have until the November 12th Council meeting to complete the traffic study. RECOMMENDATION To Receive the 3rd Street NW stop sign petition and refer it to staff for study and report, and to report back to Council on the November 12, 1996, City Council Meeting. it,ilt.; 741.41/ • Leslie J.Prelp er P.E.
