HEAD'S APPROVAL: <br /> MANAGER'S REVIEW/RECOMMENDATION: <br /> No comments to supplement this report Comments attached <br /> Explanation: <br /> A tentative settlement has been reached with representatives from the LELS collective bargaining unit which covers our <br /> sworn non-supervisory police officers. The proposed labor contract covers the years 1997 and 1998. The tentative <br /> agreement includes only a small number of changes to our current contract language and includes only five economic <br /> issues. <br /> The tentative agreement is summarized as follows: <br /> ECONOMIC ISSUES: <br /> 1. Base salary increases of 3% for 1997 and 3% in 1998. <br /> 2. The City and labor unit would share in any increase in insurance costs for 1997 at a two-thirds/one-third ratio, <br /> • based on the base Health Partners policy. Whatever this resultant premium dollar amount is it would be carried <br /> forward into 1998 irrespective of any premium increases. <br /> 3. Specialists, including Detectives and Corporals,would receive a$5.00 per month increase in their specialist pay. <br /> 4. Officers who work in an Officer in Charge capacity for more than four hours during a shift would receive <br /> 2 hours of compensatory time instead of the current one hour. <br /> 5. The SELF Program would be modified to allow an Officer to advance to 7% SELF pay over base pay with a <br /> Bachelors Degree instead of a Masters Degree. <br /> NON-ECONOMIC LANGUAGE CHANGES: <br /> 1. Employees would be expected to call in prior to the start of their shift in order to use sick leave. Currently, <br /> employees can call in within two hours of the start of their shift. The only exclusion to this change would be for <br /> those circumstances where an employee cannot reasonably call in before the start of their shift. <br /> 2. The section focusing on"Injury on Duty"would be clarified to assist in the appropriate administration of current <br /> benefit levels. This provision effectively equates work days to work hours. <br /> Over the course of the two year contract we have estimated the contract costs to range from 5.74%to 6.07% depending on <br /> ultimate changes in the health insurance premium levels which we should become aware of within the next month. The <br /> costs of this contract are consistent with Council's direction regarding labor settlement levels.
