HEAD'S APPROVAL: <br /> MANAGER'S REVIEW/RECOMMENDATION: <br /> No comments to supplement this report Comments attached <br /> EXPLANATION: <br /> The first reading of the revisions made to the animal control ordinance was held at the February 11, 1997 <br /> Council meeting. It was determined at this Council meeting there should be clarification regarding who <br /> can give notice to the owner. <br /> The words "or someone acting on their behalf'was added to Sec. 6-16B and 6-45B. <br /> A definition of"restrained"was developed to clarify what control a dog/cat owner must have over their <br /> pets on their unfenced property. , Sec.6-1. <br /> • The eight foot leash restriction for dogs/cats in public places was deleted. Animals must be effectively <br /> chained or leashed, Sec 6-16A and 6-45A. <br /> The enforcement process for dogs/cats at large was modified to require citizens to notify animal owners <br /> that their dog/cat has been running at large before the City will issue a citation, unless the enforcement <br /> officer observes the animal at large, Sec. 6-16B and 6-45B. <br /> The Public Safety Commission recommends the above changes. <br /> RECOMMENDATION: <br /> TO HOLD AND WAIVE THE SECOND READING OF AN ORDINANCE AMENDING CHAPTER 6, <br /> ANIMALS AND FOWL, OF THE CITY CODE. <br /> J C.
