1
Agenda Section: VI-2
CITY OF NEW BRIGHTON
• Report Number: g R—1 21
REQUEST FOR COUNCIL CONSIDERATION
Report Date: September 22, 1998
ITEM DESCRIPTION: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR PROJECT 98-8, STONY LAKE ESTATES
UTILITY AND STREET IMPROVEMENTS
DEPT. HEAD'S APPROVAL: Leslie J. Proper, Director of Public Works
MANAGER'S REVIEW/RECOMMENDATION:
No comments to supplement this report 44.174. Comments attached
EXPLANATION/SUMMARY (attach supplemental sheets as necessary)
The purpose of this item is to present the plans and specifications for Project 98-8, Stony Lake Estates Utility and Street
Improvements, and seek authorization to advertise for bids.
This project was ordered by Council at the improvement hearing held on September 8, 1998. The project consists of the
installation of the public street and utilities for the new Stony Lake Estates subdivision located east of Silver Lake Road
and south of 17th Street NW. Also included in this project is the construction of an overflow for Stony Lake.
City staff, developer Larry Beach, and consulting engineer Chuck Plowe, met on September 10th, 1998, with the
butting property owners Kay Schaffer and Ron Meilahn, to discuss the large oak trees and other issues relating to the
new street for Stony Lake Estate. After reviewing final grading plans for the street, with cross-sections showing the
finished street grade at the tree locations, it was agreed by everyone present that it was not feasible to save the oaks
because even using excessive slopes and retaining walls. The chances of saving the trees were poor. The trees were just
too high in elevation and close to the new street.
The removal of the oaks will enable the boulevards to be graded to a much more desirable cross-section with a planted
berm to provide the screening that the neighbors want.
RECOMMENDATION
To APPROVE THE PLANS AND SPECIFICATIONS FOR PROJECT 98-8, STONY LAKE ESTATES UTILITY
AND STREET IMPROVEMENTS, AND AUTHORIZE THE ADVE ISEMENT OR BI S.
Gr.-4-4-
• o ert Ruth ford
Engineering Department
G:\ENG\98PROJ\PROJ98-8198P&SCR.WPD
