HEAD'S APPROVAL: Kevin Locke, Director of Community Development <br /> MANAGER'S REVIEW/RECOMMENDATION: <br /> No comments to supplement this report Comments attached <br /> EXPLANATION/SUMMARY (attach supplemental sheets as necessary): <br /> Over the past several months, the City has undertaken the task of acquiring six parcels at the north end of TIF District#26. <br /> These parcels are needed as part of the Main Street Village redevelopment project.The City has acquired or agreed to <br /> terms on four of the parcels. Negotiations on the remaining two parcels are continuing.In order for the Main Street <br /> Village project to proceed next spring, the City must complete the acquisition process. <br /> To ensure that the City can meet the terms of our redevelopment agreement, authorization of the use of the City's power of <br /> Eminent Domain is being requested at this time for the property located at 615 Old Highway 8 NW. This is the site <br /> occupied by Tom Thumb. This parcel is critical to the Main Street Village redevelopment project and needs to be <br /> acquired in a timely manner for the redevelopment project to proceed as scheduled. The City rarely actually acquires a <br /> earcel through Eminent Domain and it is unlikely that, in the end, it will be needed for the Tom Thumb acquisition. <br /> However, the authority to use Eminent Domain makes it possible that the City will be certain it can acquire the property in <br /> time for the redevelopment project to proceed, even if the City and Tom Thumb have not agreed to the final price of the <br /> property. Currently Tom Thumb is asking for compensation more than twice the City's offer of$325,000. The City will <br /> continue to negotiate with Tom Thumb and work jointly with the developer on the potential relocation of Tom Thumb into <br /> the Main Street Village project.
