HEAD'S APPROVAL: Kevin Locke,Director of Community Development <br /> MANAGER'S REVIEW/RECOMMENDATION. <br /> No comments to supplement this report at Comments attached <br /> EXPLANATION/SUMMARY (attach supplemental sheets as necessary) <br /> The City Council is asked to give a final review of an update of the New Brighton Comprehensive Plan. In September, <br /> the City Council formally reviewed the Plan and recommended some minor revisions. Those revisions are attached to <br /> this report, and may be inserted into your Plan. Please note that the information on New Brighton businesses has been <br /> added as an Appendix,therefore, it can be easily updated without review by the Metropolitan Council. This information <br /> was summarized from a study done by Community Resource Partnerships, Inc. <br /> On October 1, 1999, the Plan was sent to all adjacent cities including the I-35W Corridor Coalition cities for review and <br /> comment. Only the City of Roseville formally responded with written comment(see attached). In short, Roseville has <br /> found that New Brighton's proposed Plan is consisted with the Roseville Comprehensive Plan, and they encourage <br /> cooperative Planning between the two cities in the future. <br /> 411Igain,to summarize the events leading up to the finalized revision of the New Brighton Comprehensive Plan are as <br /> ollows: <br /> ► The 1995 Land Planning Act requires all municipalities to update their Comprehensive Plans by the year <br /> 2000. The City of New Brighton's existing Comprehensive plan was last updated in 1989, and is in need of <br /> revision. <br /> ► In June of 1998 a Comprehensive Plan Task Force, made up of members of each of the City's Boards and <br /> Commissions,was created to work on updating the City's existing Comprehensive Plan. Planning consultant <br /> Hoisington Koegler Group was hired to assist the Task Force and City Staff in preparing the updated Plan. <br /> ► The Task Force, City Staff and the Planning Consultant held numerous meetings and events over the past year <br /> (see attached time line) in preparation of the Plan. Those events included two(2) "neighborhood planning <br /> events,"two(2)town hall meetings, a one (1)"visioning session"for the purpose of getting input on issues <br /> from New Brighton residents. Each month the Task Force met to discuss a different element of the Plan such <br /> as land use,transportation, parks,demographics, and housing. <br /> ► On August 17, 1999 and September 21, 1999 the Planning Commission held public hearings to review the <br /> "Draft Plan". <br /> ► On September 28, 1999 the City Council reviewed the"Draft Plan". <br /> I:ISHAREDI000 NCILIREPORTS11999199-CDICOMPLAN2.wpd <br />
