The surface parking lot expansion is built in accordance with the submitted plans. <br /> 2. The visitor parking and proximity to visitor accessible door issue is addressed by incorporating one <br /> of the following improvements: <br /> a. Installing a visitor call box on the rear(southerly) access door, or <br /> b. Installing a visitor call box on the side(westerly)access door,or <br /> c. Signing at least 10 parking stalls in the front rotunda area as"visitor parking only". <br /> 3. Review and incorporation of the recommendations related to surface water management made in <br /> the Civil Engineering Interoffice Memorandum dated April 9, 2012. <br /> 4. Submission of the Rice Creek Watershed District permit to the City prior to commencing work. <br /> 5. The fire truck access from Thorndale Avenue is repaired (the break away bollards) and maintained <br /> (the pavers) as necessary, and snow is kept clear, to ensure appropriate access is available in the <br /> event of an emergency. <br /> Councilmember Jacobsen asked if there would be sufficient handicapped accessible parking. <br /> Ms. Gundlach noted that one additional handicapped parking space would be required in the <br /> front rotunda area. Councilmember Jacobsen suggested installing a second callbox to <br /> discourage street parking. <br /> Jack Buxell representing Crossroads of New Brighton stated that he is hesitant to add a second <br /> callbox; as the original intent was to have one controlled security access point. <br /> Concern was expressed with allowing a second access point, as once entry is gained, full <br /> access is obtained. Mayor Jacobsen commented that he feels it is important to maintain <br /> the security system as designed. <br /> Ms. Gundlach clarified that the applicant need to chose just one of the three options in the <br /> resolution. <br /> Motion by Councilmember Jacobsen,seconded by Councilmember Samuelson to adopt the <br /> attached Resolution, approving the amended PRD and allowing construction of 26 <br /> additional surface parking stalls, subject to five conditions. <br /> 5 Ayes,0 Nays-Motion Carried <br /> 5. Report No. 12-100. providing for an increase to <br /> the Non Union Employees <br /> City Manager Lotter talked about the importance of a successful compensation plan;stating that an effective Compensation.ReportNo. <br /> plan attracts and maintains effective personnel. Manager Lotter explained that the City has a strong 12-100. <br /> philosophy behind its compensation plan. Also important is internal organizational equity as well as being <br /> competitive with comparable cities;in addition to remaining in compliance with the Minnesota Pay Equity <br /> Act <br /> A review of the past two years pay structure was reviewed, <br /> 2008-2012 resulted in a 1.2%average increase for Non-union employees. <br /> 2008-2012 resulted in a 1.9%average increase for Teamsters. 2011.2%COLA and STEP in union <br /> 2008-2012 resulted in a 2.4%average increase for Police Officers and Sergeants. <br /> In 2010 and 2011 all comparable cities with the exception on New Brighton received STEP increases. <br /> It was reported that a study was completed through Springstead:findings of that study indicate that New <br /> Brighton employees are 7-8%below the market average;for non-union employees,that changes to about <br /> 9%below the market <br /> The 2012 COLA and STEP increases are currently part of the 2012 budget,Manager Lotter reported if <br />
