iIityof Report Number
12-113
. Agenda Section VI-10
the city that works for you Council Meeting Date May 8, 2012 •
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: CONSIDERATION OF PARTIAL PAYMENT 1 FOR CITY
PROJECT 12-7, WELLS 5 AND 12 MAINTENANCE AND REPAIR
DEPARTMENT HEAD'S APPROVAL: 0,444.4)
CITY MANAGER'S APPROVAL: ,/
No comments to supplement this repot Comments attachedO
Recommendation: To authorize Pa 'ayment 1 for City Project 12-7, Wells 5 and 12 Maintenance
and Repair to Bergerson-Caswell, Inc. in the amount of$29,775.00 for this work.
Legislative History: On August 17, 2011 Maintenance work on New Brighton Well 5 was approved in
the United States Army annual budget at our annual meeting. On February 14, 2012 the City Council
accepted the low quote from Bergerson Caswell and authorized up to $40,000 for each well.
Financial Impact: The City Council authorized expenditures up to $40,000 for each well, and if any of
the final cost exceeds $40,000 we will report back to the Council for further authorization.
Explanation: The purpose of this item is to proceed with routine maintenance and repair work on Well
5 and Well 12. The majority of the work consists of pulling the well pump, inspecting it, replacing
worn and corroded parts and reinstalling the pumps. We perform maintenance on wells at least once
every ten years or every one billion gallons pumped, whichever is first.
Well 5 is located at 3001 5th Street NW and has produced 960 million gallons since it was last serviced
in April of 2005. Well 5 is part of the off site Twin Cities Army Ammunition Plant (TCAAP)
groundwater remediation system.
Well 12 is located at 2400 Mississippi Street and has produced 91 million gallons since it was last
serviced in March of 2002. Well 12 is one of the City's backup wells.
A well drawdown transducer will also be installed in Well 12 to measure the aquifer water level
automatically. This information is reported to the Minnesota Department of Natural resources each year
as part of our water appropriation permit to pump waters of the state. The current drawdown
measurement is done with a manually read air line. With each well maintenance period, these air lines
need to be replaced. The drawdown transducer will last longer, be more accurate and not require an
operator to be in the well house to take the water level reading.
Costs and Funding: The cost for the maintenance work on Well 5 will be paid from the Army 20 year
operation and maintenance fund. The cost for the maintenance work and installation of drawdown
transducers on Well 12 will be paid from the Water Utility fund.
Grant M. yffels, . .
Director of Public Works
Attachments
