DEPARTMENT HEAD'S APPROVAL: 6.44 CITY MANAGER'S APPROVAL: No comments to supplement this report Comments attached Recommendation: To approve the plans and specifications and authorize staff to advertise for bids for City Project 12-3, 2012 Pavement Management Program. Legislative History: At the April 4, 2012 PREC meeting staff presented the 2012 Pavement Management Program projects and held an open discussion. Plans have been prepared and staff is seeking approval to authorize for bids on June 12, 2012. An advertisement for bids will be placed in the local newspaper and bids will be received in July. This will enable Council to approve the bids on July 24, 2012 and begin construction starting in August. Financial Impact: The total estimated project cost for City Project 12-3 is $306,353. City Hall parking lot $166,000 Veterans Park trails $23,000 Golden Pond dredging $60,000 Meadow Wood Park hard court $8,214 Driftwood Park East parking lot $13,817 Hansen Park East 5th Street parking lot $26,486 Well#8 parking lot $6,109 Control Valve Station parking lot $2,727 $306,353 Currently, the Pavement Management Plan indicates the City I tall parking lot to be replaced in 2015, and the trail system surrounding Veterans Park in 2013. However, on September 21, 2011 the Health and Safety Committee requested engineering staff review the drainage patterns in the City Hall parking lot and provide a recommended design to collect parking lot/roof runoff to reduce the potential of future falls from the freeze/thaw cycle. With this request, staff prepared an estimate to perform this work. Based on the condition of the City Hall parking lot and to improve safety of the parking lot, City Manager Lotter directed staff to move forward the City Hall parking lot and Veterans Park trails to the 2012 construction season. All other items are programmed in the 2012 City Budget. Explanation: The purpose of this item is to advance the project to the next step which is to publicly advertise for bids. Bids are tentatively scheduled to be opened in July, with construction to begin in early August. City Project 12-3 consists of the following: • City Hall parking lot, Veterans Park trail and Golden Pond dredging The City will reconstruct the existing parking lot. Additional improvements will include curb and gutter replacement as needed, and any stormwater improvements required by the watershed district. The City will provide a 2-inch overlay on the existing trails and dredge/dispose of accumulated sediment in Golden Pond.
