°tVReport Number 12-138 <br /> UU Agenda Section VI-9 <br /> the city that works for you Council Meeting Date June 12, 2012 <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: APPROVAL OF PLANS AND SPECIFICATIONS AND <br /> AUTHORIZATION TO ADVERTISE FOR BIDS FOR CITY PROJECT 12-3, 2012 <br /> PAVEMENT MANAGEMENT PROGRAM. <br /> DEPARTMENT HEAD'S APPROVAL: 6.44 <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached <br /> Recommendation: To approve the plans and specifications and authorize staff to advertise for bids for City <br /> Project 12-3, 2012 Pavement Management Program. <br /> Legislative History: At the April 4, 2012 PREC meeting staff presented the 2012 Pavement Management <br /> Program projects and held an open discussion. Plans have been prepared and staff is seeking approval to <br /> authorize for bids on June 12, 2012. An advertisement for bids will be placed in the local newspaper and bids will <br /> be received in July. This will enable Council to approve the bids on July 24, 2012 and begin construction starting <br /> in August. <br /> Financial Impact: The total estimated project cost for City Project 12-3 is $306,353. <br /> City Hall parking lot $166,000 <br /> Veterans Park trails $23,000 <br /> Golden Pond dredging $60,000 <br /> Meadow Wood Park hard court $8,214 <br /> Driftwood Park East parking lot $13,817 <br /> Hansen Park East 5th Street parking lot $26,486 <br /> Well#8 parking lot $6,109 <br /> Control Valve Station parking lot $2,727 <br /> $306,353 <br /> Currently, the Pavement Management Plan indicates the City I tall parking lot to be replaced in 2015, and the trail <br /> system surrounding Veterans Park in 2013. However, on September 21, 2011 the Health and Safety Committee <br /> requested engineering staff review the drainage patterns in the City Hall parking lot and provide a recommended <br /> design to collect parking lot/roof runoff to reduce the potential of future falls from the freeze/thaw cycle. With <br /> this request, staff prepared an estimate to perform this work. Based on the condition of the City Hall parking lot <br /> and to improve safety of the parking lot, City Manager Lotter directed staff to move forward the City Hall parking <br /> lot and Veterans Park trails to the 2012 construction season. All other items are programmed in the 2012 City <br /> Budget. <br /> Explanation: The purpose of this item is to advance the project to the next step which is to publicly advertise for <br /> bids. Bids are tentatively scheduled to be opened in July, with construction to begin in early August. City Project <br /> 12-3 consists of the following: <br /> • City Hall parking lot, Veterans Park trail and Golden Pond dredging <br /> The City will reconstruct the existing parking lot. Additional improvements will include curb and gutter <br /> replacement as needed, and any stormwater improvements required by the watershed district. The City will <br /> provide a 2-inch overlay on the existing trails and dredge/dispose of accumulated sediment in Golden Pond. <br />
