Director Fernelius reported that currently the demand for office space is down, as companies are not <br /> expanding. Development in the near term will most likely be a single story office showroom/office <br /> warehouse type user. Director Fernelius stated the City will also want to be mindful of future <br /> compatibility. <br /> Chair Zisla asked if data centers would be considered, in order to get something started, something to <br /> generate revenue? Fernelius reported that data centers tend not to generate much employment. <br /> Commissioner Knight questioned what Colliers and Ryan are reporting on the market? Fernelius <br /> reported that the City has received three or four reports listing prospects that have been contacted along <br /> with a status update, in addition to monthly conference calls. Chair Zisla asked if we track where <br /> people work in New Brighton? Fernelius stated there has been analysis done of where New Brighton <br /> workers live and where New Brighton residents work, but did not have that information at hand. <br /> However, it is important to note most users for New Brighton Exchange will likely come from the north <br /> metro region, since that is where most of their employees live. For example, both API and DSI were <br /> based in the north metro area. Chair Zisla commented that he doesn't see creating jobs as a critical piece <br /> for a city the size of New Brighton. <br /> Councilmember Burg suggested the City reach out to CEOs who live in the north metro. Fernelius noted <br /> that Colliers has been doing so. <br /> Commissioner Knight stated he would be in favor of light industrial or apartment buildings, noting he <br /> feels it is important to fill the space. Commissioner Neumann-Walker disagreed, stating that she feels <br /> the City has enough apartment buildings. Chair Zisla asked if there is a possibility of owner occupied <br /> construction on the west side? Fernelius responded the current trend is to build single family residential, <br /> and the City will want to determine if they would be willing to give up density, in order to secure <br /> development sooner. <br /> Commissioner Potter stated that he is comfortable with the current plan, and is optimistic that things will <br /> improve. Commissioner Hansen commented that the recent bond refinance is a positive sign of the <br /> economy turning around. <br /> New Brighton Exchange 2012 Work Plan <br /> Director Fernelius reported that the framework plan could be updated in 2012, as it was completed in <br /> 2005. The park plan was completed about four years ago, and is a very aggressive plan, with a lot of <br /> different ideas. It was suggested that the park plan be adjusted to meet the planning needs with the <br /> resources that are anticipated to be available. <br /> Director Fernelius reported that the City has invested a substantial amount in the project, and there are <br /> additional improvements to be made, such as roads that need to be constructed. It also would be <br /> beneficial to determine what level of public services will be provided in New Brighton Exchange and <br /> how to pay for those services. prior to negotiating with potential developers. <br /> Commissioner Knight questioned the decision making process of the EDC? Chair Zisla stated that the <br /> EDC has not been presented with an action item, and most items are advisory in nature. Councilmember <br /> Burg stated that the EDC reviews the material, and forwards a recommendation to the Council. <br /> Chair Zisla asked for comments from the commissioners regarding the work plan. Commissioner <br /> Murlowski stated he feels the work plan is necessary. Commissioner Knight asked if we could seek <br /> advice from Colliers and Ryan to provide recommendations based on potential future tenants. <br /> Chairperson Zisla suggested reviewing the design guidelines at the May 15th meeting. <br /> Other Topics <br />
