Illifyaw
BRIGHTON Report Number 12-192
Agenda Section VI-5
the city that works for you Council Meeting Date August 15, 2012
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: ADOPTION OF THE RAMSEY COUNTY ALL HAZARDS
MITIGATION PLAN
DEPARTMENT HEAD'S APPROVAL: Robert J. Jacobson,Director of Public Safe . cj
CITY MANAGER'S APPROVAL:
No comments to supplement this repor Comments attached
'/
Recommendation: L.
Approve the resolution adopting the Ramsey County All Hazards Mitigation Plan as the
Mitigation Plan of the City of New Brighton.
Legislative History:
The Federal Disaster Mitigation Act of 2000 establishes a framework for the development of an
All Hazards Mitigation Plan. Pursuant to regulations of the Federal Emergency Management
Agency (FEMA) all communities the size of New Brighton are required to adopt an All Hazards
Mitigation Plan.
Financial Impact:
FEMA requires adoption of an All Hazards Mitigation Plan to receive disaster assistance
mitigation funding. When a disaster occurs in the City of New Brighton failing to have an
adopted mitigation plan precludes the City from receiving Federal financial assistance to reduce
the impact and/or likelihood of a future disaster.
There are no financial requirements for the adoption, maintenance, or development of the All
Hazards Mitigation Plan.
Explanation:
The development and maintenance of an All Hazards Mitigation Plan requires extensive staff
time and financial resources. When possible, without compromising the safety and security of
New Brighton residents, businesses, or visitors, City Staff partner with other agencies. To that
effect Ramsey County Emergency Management and Homeland Security and suburban Cities
within Ramsey County formed a partnership to develop this plan. This plan is relevant and
applicable to suburban Ramsey County including the City of New Brighton and will serve as the
framework for mitigation activities within Ramsey County and the City of New Brighton.
lc,,,P' •
Trevor Hamdorf
Deputy Fire Chief
1\COUNCIL\REPORTS\2012\Public Safety\Ramsey County Mitigation Plan Adoption.doc
