RESOLUTION NO. <br />12-063 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />RESOLUTION AWARDING THE BID FOR PROJECT 12-9, PHASE I FREEDOM <br />PARK FLOOD MITIGATION IMPROVEMENTS <br />WHEREAS, pursuant to advertisement in the New Brighton Bulletin and online at <br />bttp•//www.QuestCDN.com, bids for the above mentioned improvements were received, <br />opened, and read aloud by the City Administration at 10:00 a.m., August 7, 2012 complying <br />with the advertisement; and <br />WHEREAS, the lowest bidder meeting bid specifications was found to be Midwest <br />Asphalt Corporation with a total bid of $282,524.20. <br />WHEREAS, the City will finance portions of the project with an internal loan from the <br />Community Reinvestment Fund. The loan would be repaid by increasing the proposed 2013 <br />Stormwater Utility Rates. <br />Now, THEREFORE BE IT RESOLVED, by the City Council of the City of New Brighton: <br />That the Mayor and City Manager are hereby authorized and directed to enter into a <br />contract with Midwest Asphalt Corporation in the name of the City of New Brighton for <br />City Project 12-9, Phase I Freedom Park Flood Mitigation Improvements. <br />2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the <br />deposits made with their bid except that the deposits of the successful low bidder and the <br />next lowest bidder shall be retained until a contract has been signed. <br />The Finance Director is hereby authorized and directed to transfer an amount not to <br />exceed $305,800 from the Community Reinvestment Fund into the Stormwater <br />Operating Fund for the financing of this project, which shall be scheduled for repayment <br />with interest over a period of ten years. <br />Adopted this 15th day of August, 2012. <br />;1 AM—ST:` <br />v <br />Dave Ja ' sen, Mayor <br />baniel A'.
