City Attorney LeFevere stated it would be appropriate to amend the current motion on the floor amending Paragraph 10 and adding Condition #5. MOTION AMENDMENT: Motion by Councilmember Jacobsen seconded by Councilmember Bauman to amend Paragraph 10 to read: The City Council finds that there is sufficient evidence in the record to conclude that the special use permit criteria of Section 8-130 are met if the conditions listed below are satisfied; and add Condition #5 stating: Busses entering and exiting the subject property must make only right hand turns from 400 Street SW onto Old Highway 8 and a right hand turn from the South. Consideration of Resolution Accepting Bids and Awarding a Contract for Project 12-3 , 2012 Pavement Management Program and Project 12-8, New Brighton Exchange City Improvements. Report No. 12-186. Resolution No. 12-059. Public Works Director Wyffels provided Council with further information on City Project 12-3 the 2012 Pavement Management Program along with Project 12-8 the New Brighton Exchange. City Project 12-3 included the replacement of the City Hall parking lot, Veterans Park trail and Golden Pond would be dredged. Also, the Meadow Wood Park hard court would be replaced, the Driftwood Park parking lot would be reconstructed, the Hansen Park parking lot would be reconstructed and the Well 48 paved area would be redone. City Project 12-8 included the final lift of bituminous paving on Northwest Parkway in front of the property, the final lift of bituminous paving on Central Park Boulevard and 8' of bituminous trail located on Outlet A. He noted bids were received for both projects with the lowest responsible bidder being Peterson Companies, Inc. with a bid of $412,866. He discussed the historical prices of paving projects noting the bidding climate was higher at this time. Peterson Companies has done work for the City in the past and is qualified and capable of performing work of this kind. If awarded, the contract requires project completion by November 2, 2012. Councilmember Bauman asked if the City had a replacement cycle for the City's parking lots. Public Works Director Wyffels indicated the City had a 30 -year schedule for all City parking lots and a 20 - year replacement schedule for City trails. Councilmember Bauman requested further infomiation on the mobilization fee. Public Works Director Wyffels discussed this matter in further detail. Councilmember Jacobsen asked how often Golden Pond would be dredged. Public Works Director Wyffels stated the City has programmed $80,000 for dredging on an annual basis. These monies could be used for large or small projects depending on the City's needs. He explained that the City has moved away from sanding to salt in the winter months with the hopes of reducing the need for future pond dredging. Councilmember Samuelson asked why there was such a large difference between the contractor's bid and the engineer's estimate.
