On <br /> June 15, 2012, all residents surrounding the west and east ponds were sent a notice of proposed <br /> project letter. On July 24, 2012 the City Council authorized the project. <br /> Financial Impact: 27th Avenue Pond Overflow $2,770 <br /> (Stepaniak Construction Quote) 27th Avenue Tree Removal $500 <br /> 1568 26th Ave 4" drainline $2,170 <br /> 1551 County Road H $2,214 <br /> $7,654 <br /> Explanation: Following the July 16, 2011 rainfall event the pond southwest of 27th Avenue NW <br /> Cul-de-sac flooded several backyards. The pond became inundated with runoff from the rain <br /> event, rising over 2.5 feet from the normal water level. This pond does not have a natural outlet <br /> or a man-made emergency overflow. As such, the water only receded several days later after the <br /> City pumped down the pond. <br /> To prevent this situation from re-occurring, the City is installing an overflow pipe that connects <br /> the west pond to the east pond. The overflow pipe will be installed in an existing drainage and <br /> utility easement located in the rear yard of 1571 27th Avenue NW. This overflow pipe would be <br /> set 3-inches higher than the west pond water level recently recorded on May 31, 2012. This pipe <br /> will act as an emergency overflow if the normal water level of the west pond is exceeded in a <br /> given rain event where the water will drain through the pipe to an overland swale to the east <br /> pond located southeast of the 27th Avenue NW Cul-de-sac. <br /> The property located at 1568 26th Avenue NW has a walkout step area that has a drain connected <br /> to the east pond. The City is working with the owner of this property to install a backflow <br /> prevention device on this line as the elevation of the drain is less than 1-foot above the elevation <br /> of the pond. <br /> With the limited space between the houses the contractor will rent specialized equipment to <br /> make this work possible. The rental will be at a weekly rate, and to take advantage of this we <br /> have included installing two yard drains at 1551 County Road H. With previous construction <br /> projects along County Road H, the City installed concrete sidewalk. This construction has <br /> isolated a small drainage area, and therefore standing water has created a nuisance situation in <br /> both winter and summer months. <br />
