As part of our vision and
mission, this plan states that we are committed to improving health. It further states that the City would emphasize
our parks by keeping them current, safe and serving the community.
American Ramp Company is the largest Skate Park Company in America;they are also a member of the NJPA-
National Joint Powers Alliance. NJPA is a municipal contracting cooperative that allows members to purchase off
the contracts without going through the bidding process. The City of New Brighton is a member of the NJPA.
Explanation:
The current Skate Park equipment was purchased in 2001 and was given an expected life of 8 years. The structure
has lasted beyond its expected life but is now in need of replacement. The wood is deteriorating and the Masonite
riding surface has cracks and missing pieces. The new structure has a steel riding surface and comes with a 20 year
warranty. Staff recommends an overlay of new asphalt for the new Skate Park. Although using the NJPA
municipal contracting cooperative eliminates the need for additional quotes, staff did secure another quote to make
sure we were getting the best value. The two quotes are shown below that shows the amount saved by using the
NJPA contract and going with American Ramp Company.
Costs and Funding:
The quotes include the cost of the Skate Park equipment, freight, tax and supervised install. There is currently
$31,700 in the capital budget(non-fleet replacement plan)to replace the existing Skate Park equipment. Park
Dedication funds will be used to pay the difference($3,792.02)between the total cost and available funds in the
capital fund.
Total cost of Skate Park:
Freedom Park Structure Costs Freight& Tax Asphalt Total Cost to
(Skate Park City
Equipment)
American Ramp $25,897.85 $5,094.17 $4,500 $35,492.02
Webber $51,488.75 $5,442.23 $4,500 $61,430.98
Recreation/ , *Not installed
Chris Wolla,Parks Superintendent
