That the establishment of the special use will not impede the normal and orderly <br />development and improvement ofthe surrounding property for uses permitted in the <br />district. <br />d. That adequate utilities, access roads, drainage and/or necessary facilities have been or <br />are being provided. <br />e. That the special use shall, in all other respects, conform to the applicable regulations <br />of the district in which it located. <br />11. City Code Section 8-110 provides for the issuance of special use permits where proposed <br />uses are "in harmony with the various elements or objectives of the comprehensive plan..." <br />The Planning Commission concludes, on the basis of the foregoing findings, that the <br />proposed use on the subject site is not in compliance with the following elements of the <br />City's Land Use Plan: <br />Goals <br />a. Interrelate land uses and design developments to minimize conflicts between different <br />land uses. <br />b. Strive to protect and maintain the quality of New Brighton's residential <br />neighborhoods. <br />c. Protect residential neighborhoods from encroachment by commercial and industrial <br />uses and from the negative effects of higher intensity uses. <br />d. Commercial uses shall be so designed and located to be compatible with adjacent <br />residential areas in terms of scale, aesthetics, traffic, noise, light, hours of operation <br />and odors; and <br /> <br />BE IT FURTHER RESOLVED, that based upon the above findings of fact the applications SPOO-8 and <br />NCOO-4 are hereby denied. <br /> <br />Adopted this 27th day of June, 2000. <br /> <br /> <br />Steve Larson, Mayor <br /> <br />~--.--...............
