NIA City of <br /> 44INEW <br /> H ON <br /> the city that works for you <br /> Council Worksession <br /> September 4, 2012 <br /> Present: Councilmember Mary Burg <br /> Councilmember Paul Jacobsen <br /> Councilmember Char Samuelson <br /> Councilmember Gina Bauman <br /> Absent: Mayor Dave Jacobsen <br /> Staff in Attendance: City Manager Dean Lotter <br /> Assistant to the City Manager Schawn Johnson <br /> Finance Director Dan Maiers <br /> Public Works Director Grant Wyffels <br /> Community Development Director Grant Fernelius <br /> Parks and Recreation Director Sandy Breuer <br /> Director of Public Safety Bob Jacobson <br /> The meeting was called to order at 5:30 pm. <br /> 2013 Budget Discussion: <br /> City Manager Lotter reported that following the August 22, 2012 meeting, there were some outstanding <br /> discussion items including; a Community Survey, an additional Park Maintenance Employee, PERA, Fees and <br /> Charges for Services, Wages, Debt Services and Expansion of Insurance Coverage. <br /> Finance Director Maiers gave an overview of the debt service schedule. <br /> Director Maiers explained that the Tax Levy does not necessarily equal General Fund Property Tax Revenues, <br /> detailing four reasons. Historical data was given to offer an explanation for the recent increases. <br /> Assistant to the City Manager Schawn Johnson gave an update to the council regarding the participation of <br /> permanent part time employees in the City's health insurance plan. It was reported that the additional costs to <br /> the City could range from $83,500 to approximately $120,000. Mr. Johnson explained that as part of the Health <br /> Care Reform Act, any employee working more than 30 hours per week would be eligible to participate in the <br /> city's health care plan effective January 2014. <br /> Councilmember Samuelson questioned the number of employees that may be eligible. Mr. Johnson responded <br /> there are currently 10 permanent part-time employees. <br /> Mr. Lotter reminded the Council that the 2013 Budget does not have funds allocated for health care coverage <br /> for permanent part-time employees. Councilmember Bauman suggested that she would not be in favor of <br /> implementing the insurance until the 2014 requirement. <br /> Councilmember Burg suggested looking at the availability of insurance to Councilmembers along with the <br /> permanent part-time employees. Councilmember Bauman stated that she feels that the council are not in the <br /> same category as a part time employees, and should be looked at separately. <br /> Councilmember Jacobsen commented that it may be financially difficult to implement the change in 2013. <br /> Councilmember Bauman suggested a decision be delayed until a time when the Mayor is present. <br /> 1 <br />
