NIA City of 44INEW H ON the city that works for you Council Worksession September 4, 2012 Present: Councilmember Mary Burg Councilmember Paul Jacobsen Councilmember Char Samuelson Councilmember Gina Bauman Absent: Mayor Dave Jacobsen Staff in Attendance: City Manager Dean Lotter Assistant to the City Manager Schawn Johnson Finance Director Dan Maiers Public Works Director Grant Wyffels Community Development Director Grant Fernelius Parks and Recreation Director Sandy Breuer Director of Public Safety Bob Jacobson The meeting was called to order at 5:30 pm. 2013 Budget Discussion: City Manager Lotter reported that following the August 22, 2012 meeting, there were some outstanding discussion items including; a Community Survey, an additional Park Maintenance Employee, PERA, Fees and Charges for Services, Wages, Debt Services and Expansion of Insurance Coverage. Finance Director Maiers gave an overview of the debt service schedule. Director Maiers explained that the Tax Levy does not necessarily equal General Fund Property Tax Revenues, detailing four reasons. Historical data was given to offer an explanation for the recent increases. Assistant to the City Manager Schawn Johnson gave an update to the council regarding the participation of permanent part time employees in the City's health insurance plan. It was reported that the additional costs to the City could range from $83,500 to approximately $120,000. Mr. Johnson explained that as part of the Health Care Reform Act, any employee working more than 30 hours per week would be eligible to participate in the city's health care plan effective January 2014. Councilmember Samuelson questioned the number of employees that may be eligible. Mr. Johnson responded there are currently 10 permanent part-time employees. Mr. Lotter reminded the Council that the 2013 Budget does not have funds allocated for health care coverage for permanent part-time employees. Councilmember Bauman suggested that she would not be in favor of implementing the insurance until the 2014 requirement. Councilmember Burg suggested looking at the availability of insurance to Councilmembers along with the permanent part-time employees. Councilmember Bauman stated that she feels that the council are not in the same category as a part time employees, and should be looked at separately. Councilmember Jacobsen commented that it may be financially difficult to implement the change in 2013. Councilmember Bauman suggested a decision be delayed until a time when the Mayor is present. 1
