Report Number 12-240 <br /> 9PIEW Agenda Section VI-5 <br /> i�rI�N Council MeetingDate October 9 2012 <br /> the city that works for you <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: CONSIDERATION OF SECURITY UPGRADES AT THE PUBLIC <br /> WORKS FACILITY LOCATED AT 700 5TH STREET NW. <br /> DEPARTMENT HEAD'S APPROVAL: C,,,,n J <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached <br /> Recommendation: To adopt the attached ution authorizing the installation of security upgrades at the Public <br /> Works facility in an estimated amount not to exceed$44,000. <br /> Legislative History: N/A <br /> Financial Impact: This project will be implemented as follows: <br /> o Install an intercom and card readers on all six doors and the front gate of the Public Works Facility. <br /> Estimated cost: $26,935 as quoted by LVC <br /> o Conduit and trenching installed by City Forces from the front gate to the PW lobby. <br /> Estimated cost: $3,000 <br /> o Add directional way-finding signage. <br /> Estimated cost: $1,000 <br /> o Install 3 cameras—one on the front gate and two covering the main yard. <br /> Estimated cost: $3,943 as quoted by Electro Watchman <br /> o Replace Existing Camera Network Recording Server at Public Safety Building <br /> Estimated cost: $8,584 as quoted by Electro Watchman <br /> Total Estimated Cost: $43,462. <br /> Explanation: Workplace safety and security is a priority of management. An internal multi-departmental <br /> meeting to discuss overall Public Works Garage security and employee safety occurred on March 23, 2012 at <br /> 1:30pm at the Public Works Garage located at 700 5th Street NW. As a result of this meeting, several key ideas <br /> were proposed. First,we want to close this facility to the public. This facility is not secure during business hours, <br /> anyone can access any unlocked part of the facility including the office areas, garage, as well as the storage yard. <br /> Going forward, it is proposed to keep the main entry vehicle gate always closed to unauthorized personnel and <br /> install security cameras to monitor the key access points to the facility. Second, the main office entry doors are <br /> unlocked and open to the public to access the building during business hours. It is proposed to close these doors <br /> to solicitors, vendors, and the general public by installing access card readers on all 6 access doors to the facility. <br /> Costs and Funding: The responsibility for the security improvements lies with the General Fund, Public Works <br /> Garage Department: $34,878, and the IT Internal Service Fund: $8,584, totaling $43,462. The 2012 Budget for <br /> the General Fund, Public Works Garage Department should be amended to reflect the appropriate financing for <br /> this new program. The IT fund has this amount budgeted as part of scheduled capital replacements in the 2012 <br /> Budget. <br /> Grant M.
