City of <br /> 44)NEW <br /> H ON <br /> the city that works for you <br /> Council Worksession <br /> August 22, 2012 <br /> Present: Mayor Dave Jacobsen <br /> Councilmember Mary Burg <br /> Councilmember Paul Jacobsen <br /> Councilmember Char Samuelson <br /> Council Gina Bauman <br /> Absent: <br /> Staff in Attendance: City Manager Dean Lotter <br /> Assistant to the City Manager Schawn Johnson <br /> Finance Director Dan Maiers <br /> Public Works Director Grant Wyffels <br /> Community Development Director Grant Fernelius <br /> Parks and Recreation Director Sandy Breuer <br /> Deputy Director of Public Safety Tony Paetznick <br /> The meeting was called to order at 5:30 PM. <br /> 2013 Budget Discussion: <br /> City Manager Dean Lotter gave a PowerPoint presentation to City Council and provided a budget memo to help <br /> Council track the changes and directions of the budget discussions. <br /> City Manager Lotter outlined the items to accomplish for the worksession . The outline included review of <br /> general 2012 information, financial trends revenue activity discussed during July 24 worksession relating to <br /> their impact for future budget, how the City Council defines success with the budget, and a review of City <br /> Manager Lotter's recommendations for 2013. City Manager Lotter asked the City Council to look at the City of <br /> New Brighton's mission, how that would apply to the budget and perhaps look at the mission statement at the <br /> next Team Building Retreat. Council Member Gina Bauman stated that there was an error in the total debt <br /> service section. Staff stated that they will update this document. <br /> The City last did a community service survey in 2006. City Manager Lotter suggested to City Council that <br /> perhaps they would consider doing another survey. After much discussions regarding the community survey, <br /> City Council asked staff to find other firms who do community surveys other than Decision Resources. <br /> City Manager Lotter provided rationale for recommending as additional park maintenance employees. <br /> After much discussion regarding hiring a Parks maintenance employee, City Council directed Staff to provide <br /> information on what the costs would be to contract the lawn moving and other parks maintenance related <br /> projects. <br /> After further discussion, City Manager Lotter stated that staff will provide to City Council the following items <br /> for the September 4th budget worksession: <br /> 1) Alternative providers for the community survey. <br /> 2) Provide information on contracting out lawn mowing and Park maintenance costs. <br /> 1 <br />
