MINUTES <br /> New Brighton Economic Development Commission Approved <br /> Regular Meeting—August 21, 2012 <br /> 7:30 a.m. <br /> Members/Liaisons Present: Paul Zisla, Mike Murlowski, Al Potter, Linda Zelm, Vivian Neumann- <br /> Walker, Bruce Knight(arrived at 7:37), and Councilmember Mary Burg <br /> Members/Liaisons Absent: Commissioner Marie Hansen, Commissioner D.L. Beach <br /> Staff Present: Grant Fernelius-Community Development Director, Ken Nimmer, Environmental <br /> Consultant, Katie Bruno-Office Assistant. <br /> Guests Present: None <br /> Call to Order <br /> Chair Zisla called the meeting to order at 7:30 a.m <br /> Approval of Minutes <br /> Motion by Commissioner Murlowski, seconded by Commissioner Potter to approve the minutes from <br /> the June 19, 2012 meeting. <br /> Approved 5-0 <br /> Report from Council Liaison <br /> Councilmember Burg reported that Council is beginning to work on the 2013 Budget; it was reported <br /> that early proposals range from a 0%to a 1.7% levy. <br /> The City entered into an Exclusivity Agreement with Pulte Homes. Councilmember Burg reported that <br /> the community hosted over 140 National Night Out parties. <br /> New Brighton Exchange <br /> Update on Pulte Homes Discussion(Informational) <br /> Commissioner Potter asked if the Pulte site carries a low risk of any site problems or issues. Director <br /> Fernelius reported the biggest issue of concern is the site is low, and additional fill (about 200,000 cubic <br /> yards)would be required. Coincidently City Staff was approached by a contractor interested in <br /> unloading a significant amount of fill material; possibly providing a substantial savings for the City. <br /> Director Fernelius reported that the recently approved exclusive negotiation agreement will provide <br /> Pulte the opportunity to investigate and possibly perform additional testing on the site. If Pulte decides <br /> to go forward, the next phase would be to negotiate a development contract. It was noted that the <br /> community would like to have an option for a single level townhome. Chairperson Zisla questioned if <br /> that is a marketing or land use question. Director Fernelius responded that would be both, a question of <br /> the City's desire for higher density housing, as well as the demand for lifestyle housing. Director <br /> Fernelius reminded the commission that the townhomes would be built after the single family homes <br /> were constructed. <br /> Director Fernelius stated that depending on Council's direction, the EDC could have a role in the <br /> development process, including reviewing the details of the term sheet. <br /> Commissioner Potter asked for clarification regarding the term sheet. Director Fernelius responded, <br /> explaining the term sheet is a five or six page document highlighting the basic terms and concepts. <br /> Director Fernelius reported that the Community Development department would be responsible with <br /> working with Pulte, as the City does not have an HRA. <br />
